Program Director – Pre Housing and Post Housing

Position DescriptionThe Metropolitan Government of Nashville & Davidson County, Office of Homeless Services (OHS), is seeking an experienced, strategic, and collaborative Program Director. This Civil Service position will be used to fill both Pre-Housing and Post-Housing Program Director roles.Program Directors serve as senior leaders within OHS, providing direct support to the OHS Director, leading high-priority initiatives, and overseeing programmatic and systems-level work essential to Nashville’s strategy to reduce and end homelessness. Responsibilities include conducting complex analysis, managing multi-stakeholder initiatives, representing OHS in community and government settings, and helping to drive data-informed decision-making across the homeless response system.A successful candidate will be a systems thinker who combines strategic leadership, policy insight, and strong operational management skills to strengthen the city’s Pre-Housing and Post-Housing programs.Typical DutiesRepresent OHS in collaboration with government agencies, community partners, and other stakeholders.Monitor contracts, projects, and program plans; recommend adjustments to ensure quality and responsible resource management.Provide program and project management, including analysis, reporting, and process improvement.Administer, coordinate, and oversee complex projects, processes, and strategic initiatives.Manage data systems and reporting to support OHS and partner agency needs; prepare written and oral reports.Conduct strategic planning, including current-state assessments, future-state development, gap analyses, and actionable strategies.Write proposals to target resources to individuals experiencing chronic homelessness.Research and integrate best practices by engaging national and international thought leaders.Respond to requests for information verbally and in writing.Manage meeting processes, content preparation, and facilitation for OHS leadership and community partners.Develop and enhance data-driven analyses on progress toward ending homelessness.Minimum QualificationsBachelor's Degree in social science, public administration, or related field from an accredited college or university and eight (8) years of managerial and system administrative experience.Candidates with accreditations earned in a foreign institute are encouraged to apply.Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
