Program ManagerAxiom Consultants, Inc, is seeking a skilled and driven Program Manager (PM) to lead cybersecurity and Risk Management Framework (RMF) engineering efforts for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). In this leadership role, you will oversee a team of cyber professionals safeguarding Navy systems, ensuring compliance, and supporting warfighter readiness. Responsibilities include: Serving as the primary point of contact between the Government and the contractor team. Leading program execution in RMF engineering, STIGs, compliance audits, and vulnerability remediation. Managing all aspects of project planning, cost control, schedule tracking, and performance monitoring. Guiding and mentoring a geographically distributed cybersecurity team to maintain technical excellence. Aligning cybersecurity execution with DoD and Navy security policies, including NIST SP 800-53, DoDI 8500.01/8510.01, and NAVSEA A&A guidelines. Coordinating with ISSMs, Authorizing Officials, and technical leads to deliver complete and accurate RMF packages. Promoting continuous improvement practices and security innovation across the project lifecycle. Qualifications: Target Education: Bachelor's degree in computer science, information technology, communications systems management, or an equivalent STEM degree from an accredited college or university, or a Project Management Professional Certification (PMP) is acceptable. Target Experience: Ten (10) years' experience in managing a team in information technology and while serving as the overall program manager and primary interface with customers. Five (5) years of that experience should be related to information assurance experience. Navy experience preferred! Place of Performance: The contractor's primary place of performance shall be at government facilities in Philadelphia, PA. It is estimated that 89% of the work will occur on-site at the NSWCPD facility and 11% of the work will occur off-site at the contractor facility. Performance will in Philadelphia; however, travel may be required to the following government sites: Key West, FL, Norfolk, VA, and Other CONUS Locations as required.
