This critical role will oversee the transformation of technology infrastructure, managing a large team. The ideal candidate will have extensive experience in IT program management. This position requires a strategic thinker who can drive modernization initiatives while maintaining operational excellence in a complex government environment.Essential Functions, Responsibilities & Duties may include, but are not limited to:Serve as the primary liaison between Koniag Technology Solutions and the client, establishing and maintaining strong relationships with government stakeholdersDevelop and execute comprehensive program plans to modernize existing applications and develop new applications utilizing DevSecOps, cloud-native coding, and scaled Agile methodologiesLead the transformation to cloud-first architectures that support large-scale/real-time data processing and AI/ML implementationOversee the implementation of standardized architectures for efficient data handling, high-volume data inputs, and near real-time processingManage the execution of all contract task areas including contract management, project management, systems engineering, applications management, and advanced data scienceEstablish and monitor program metrics, ensuring delivery within scope, schedule, and budget constraintsImplement risk management strategies to identify, assess, and mitigate potential issuesGuide organizational change management efforts to support the transformation to DevSecOps practicesCoordinate collaborative efforts across contractors, federal personnel, and other stakeholders to ensure successful program deliveryProvide regular status reporting to executive leadership and government stakeholdersRequired Experience:Bachelor's degree in Business, Computer Science, or related fieldPMP, PgMP, ITIL, or other relevant program management certifications10 years of IT experience3 years of experience in management or supervisory capacity3 years of experience with systems/cloud/data scienceAcceptable Substitutions:4 years of work experience can be substituted for the bachelor's degree requirementRequired Skills and Competencies:Proven experience managing large, complex IT programs with teams of 50+ personnelDemonstrated experience with federal government contracts, preferably with statistical agenciesProficiency in modern program management methodologies including Agile, SAFe, and traditional waterfall approachesStrong understanding of DevSecOps practices and cloud computing technologiesExperience with application modernization and cloud migration strategiesKnowledge of data management principles and enterprise architectureStrong financial management skills, including budget planning and execution for multi-million dollar programsExcellent communication and stakeholder management abilitiesAbility to effectively manage and resolve conflicts across diverse teamsExperience developing and implementing program management processes and toolsUnderstanding of federal acquisition regulations and government contracting processesStrong leadership skills with the ability to motivate and mentor team membersAbility to obtain and maintain required security clearances for federal government workDesired Skills and Competencies:Master's Degree in related fieldExperience with federal statistical agency programsKnowledge of data privacy and security regulations specific to government agenciesExperience with large-scale data processing systems and technologiesFamiliarity with AI/ML implementation in government settingsPrevious experience with government operations or systemsUnderstanding of federal IT modernization initiatives and strategiesExperience managing organizational change in government environmentsBackground in systems integration across complex technology ecosystemsSecurity Requirement:Ability to obtain a Public TrustOur Equal Employment Opportunity Policy The company is an equal opportunity employer.
