The City is committed to forging a model of 21st Century government to better serve the community and its employees.The mission of the Administrative Services Department is to manage the financial affairs and business services of the City of Pico Rivera, and to maintain the associated automated recordkeeping systems. The Administrative Services Department is tasked with the safekeeping and investing of monies; managing the budget and financial reporting; managing the City's financial records; processing the payroll of employees and general payment of its obligations; overseeing all accounting transactions, water billing, and accounts receivable; and is responsible for the acquisition or contracting for supplies, services, and equipment.The Department adheres to a management philosophy of "continuous improvement" constantly analyzing and redesigning the business processes and procedures to adapt to the changing needs of those served, from within the City organization to the residents and businesses of Pico Rivera.The Specialist/Account Clerk III position will perform routine entry-level accounting clerical work and Cashier duties for the City's Administrative Services Department. Temporary appointment (term to be determined).City employees work a 4/10 schedule from 7:00am to 5:30pm Monday-Thursday. The schedule for this position may vary based on the needs of the department.Essential Duties The ideal candidate will have the ability to perform the following essential functions:Review, audit, and process invoices for accuracy, authorization, and compliance with City purchasing procedures.Match invoices with purchase orders and receiving documentation; research and resolve discrepancies.Verify account coding and prepare accounts payable batches for payment processing.Communicate with vendors and departments regarding invoice issues and payment inquiries.Assist in preparing year-end financial schedules and required reporting, including preparation and maintenance of 1099 records and forms.Perform accounting clerical duties related to the City's water billing and revenue collection program.Maintain and update customer accounts, including service connections, ownership transfers, billing adjustments, and account closures.Process payments, credits, refunds, and write-offs in accordance with established policies.Investigate billing discrepancies and respond to customer inquiries regarding service charges and account balances.Assist in preparing reports related to water billing revenues and customer account status.Coordinate with Public Works and Finance staff regarding service requests and billing corrections.Provide information and assistance to businesses and the public regarding business license requirements, applications, and municipal regulations.Respond to inquiries related to business license accounts, renewal notices, payment status, and general program requirements.Coordinate with the City's contracted administrator (HdL) and serve as a liaison to resolve account issues and inquiries.Coordinate with City departments to verify zoning and building clearances and contact external agencies, such as the Los Angeles County Fire Department and Department of Public Health, when needed to confirm permit status.Prepare correspondence related to business license inquiries, account updates, or compliance matters.Lift and deliver packages to City departments weighing 1-20 lbs.Perform related duties as assigned.Qualifications Knowledge and AbilitiesEstablish and maintain effective working relationships with others.Communicate clearly and concisely, orally and in writing.Ability to handle hostile situations in a non-confrontational manner.Perform duties in a helpful, courteous, and customer service-oriented manner.Maintain current and accurate records.Experience and EducationA high school diploma or GED certificate is required. Completion of supplemental courses in accounting is desired.A minimum of one (1) year of related clerical experience, including financial and statistical recordkeeping.Public contact experience preferred.Knowledge of accounting system requirements and procedures.Bilingual in English/Spanish is desired.Physical, Mental and Environmental Working ConditionsThe physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. The position also requires repetitive hand and finger movement and fine coordination in preparing reports using a computer keyboard. The incumbent is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The position also requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper, and documents weighing up to 20 pounds is also required.Mental DemandsWhile performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data, information and documents; analyze and solve problems; observe and interpret data and situations; use math and mathematical reasoning; learn and apply new skills or information; perform highly detailed work on multiple concurrent tasks; work under changing and intensive deadlines with frequent interruptions; and interact with City officials, media, citizens groups, employees and others encountered in the course of work.Work EnvironmentThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class.
