PNT Cybersecurity Lead
Credence Management Solutions, LLC (Credence) is seeking a Cybersecurity Lead in support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program. The PM PNT provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.This position is hybrid requiring 2-3 days on site in Aberdeen, MD.The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army’s PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army’s mounted and dismounted platforms. PM PNT is the Army’s lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and ALTNAV Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS).Development and maintenance of acquisition cybersecurity strategies in support of Milestone Decisions.Support Configuration Management processes as the cybersecurity functional lead through the review and approval of Engineering Change Proposals (ECPs).Providing Information System Security Engineering (ISSE) recommendations to vendors to aid in the development of more secure and resilient systems.Coordinate, lead, and support cybersecurity developmental and operational tests such as the Cyber Table Top Exercise (CTTX), Cooperative Vulnerability Identification (CVI), Adversarial Cybersecurity Developmental Test & Evaluation (ACDT), Cooperative Vulnerability and Penetration Assessment (CVPA), and Adversarial Assessment (AA).Develop and maintain Risk Management Framework (RMF) Enterprise Mission Assurance Support Service (eMASS) Assess Only packages in support of tactical PIT devices through coordination with vendor on Security Technical Implementation Guide (STIG) development and Assured Compliance Assessment Solution (ACAS) scans.Must hold an active DoD Secret security clearance or higher for consideration.Due to the sensitivity of customer related requirements, U.S. Citizenship is required.A bachelor's degree with 10 years experience or 14 years cybersecurity experience in support of a DoD IT environment and DoD Systems; meets IAM I baseline certification requirements per DoDM 8570.01CISSP certification required.Knowledge of Information Security and Auditing.Knowledge of Federal, DoD, and U.S. Army Guidance.Experience with general Information Assurance Tools. Additionally, employees enjoy wellness programs, flexible work arrangements, and various discounts and perks to support their overall well-being and work-life balance.We are actively seeking an experienced Acquisition Support Manager who will be primarily responsible for supporting the Air Force Life Cycle Management Center (AFLCMC) at Tinker Air Force Base, Oklahoma City, Oklahoma.The AFLCMC Propulsion Directorate, AFLCMC/LP, has the collective Air Force Materiel Command (AFMC) mission responsibility for developing, acquiring, testing, fielding, sustaining, and modernizing leading edge propulsion systems through the life cycle management for the United States (US) warfighter and international partners.Provide program management support to define, document, and track capabilities and requirements for the Engine CIP program and directly support the Government CIP program manager to implement the annual requirements generation process. Responsible for coordination and communication of the annual battle rhythm that guides a CIP requirement through the process of conception to approval. Define the scope of engine issues (e.g., new business, modification, retrofit) and prioritize these issues for investigation and development of resolution options. Support acquisition strategy development for new engine, modification, or retrofit requirements and applications, and incorporate acquisition streamlining processes. Prepare plans and documentation required to participate in the Material Development Decision (MDD), the pre-/post-Acquisition Strategy Panel (ASP), source selection activity and the Milestone A, B and C decision processes (DoDI 5000.2). Prepare, review and edit compliant acquisition documentation in the various phases of engine life cycle management. Review documentation for programmatic considerations and issues and recommend solutions/improvements. Develop and prepare briefings in required format to provide program status for review and approval by Government program manager. Arrange and support various program actions, including Engine CIP IPT actions, to include meeting attendance and preparation of meeting minutes. Assist in development of funding requirements and programming of funds leading to program implementation as well as for Engine CIP requirements. Assist in development and review of should cost/will cost estimates and programming of funds for Program Office Memorandum (POM) submission into the Five Year Defense Plan (FYDP). Support planning and execution of all engine retrofit activities, including the planning for retrofit requirements and the program- approved requirements to be budgeted in the POM. Monitor financial obligations and expenditures as well as cost / schedule / performance to confirm funded program activities are obligated and executed on cost and on schedule. Plan, organize, complete, and present assessments of cost, budget and schedule implications. The Contractor shall conduct research of cost, budget, schedule, and related technical, performance, and program data to enhance analysis and estimating capabilities (research includes inputs to program financial management, budget and financial analysis, obligation and expenditure forecasting, unliquidated obligations, funds management, funds status, funds control techniques, and reconciling budgetary or financial data). Conduct cost effectiveness, reliability, and technical risk assessments and scheduling trade-off studies, and document the results in technical reports. Develop schedules and metrics to track program status using Earned Value Management (EVM) principles. The Contractor shall monitor, track, and report milestone and implementation status. Coordinate program schedules of all engine investment planning to Propulsion Division Engineering Chiefs and Type-Model-Series (TMS) / CIP program managers. Identify and assist with resolution of program management issues. Track, manage and provide status for the numbers of Engineering Project Descriptions (EPDs) that are funded and in-process by each TMS, manage cost variables and work to best solidify a strategy to maximize annual utilization of the funding across all CIP TMS’s, using all methods possible in a timely manner. As an effort to fully understand the outstanding EPDs previously contracted, the Contractor shall provide a full view of all funded tasks over the past five years, with their current status to include potential outcomes with regard to solution and cost impacts. Prepare cost estimates for all phases of acquisition and sustainment programs in support of cost as an independent variable, reduction in total ownership costs, life cycle cost analysis, EVM system, and cost and economic analysis. Develop and coordinate each of the TMS task inputs into the annual Engine CIP Working Group (ECWG). Coordinate with the TMS teams, MAJCOM management, and division engineers to cost and rank the proposed annual schedule. Assess the final CIP product and recommend an implementation strategy. This effort leads to the AFLCMC/LP Director’s approval of the finalized targeted tasks for Government action. Interface and coordinate with senior AFLCMC/LP leadership headquarters, MAJCOMs, operational wings/squadrons, test agencies and Air Force centers to accomplish assigned tasks. Apply and facilitate engine performance improvement events and actions, using Air Force Smart Operations for the 21st Century (AFSO 21) guidance, policy, and principles. Support the planning and execution of required accelerated mission testing for the TMS engine suite as required to include documentation of test dates and tasks included in each test. Provide weekly updates to the AFLCMC/LP Chief on the status of suspenses during regularly scheduled meetings or via ad hoc requests. Plan, prepare and program for Headquarters Air Force (HAF)-mandated Item Unique Identification (IUID) requirements. This will requires interface with multiple parties, including HQ AFMC, HQ Air Combat Command, Oklahoma City Air Logistics Center (OC-ALC) and any other stakeholders identified throughout the development of the IUID process Analyze Engineering Change Proposals (ECP) and Original Engine Manufacturer (OEM) EPD task proposals for accuracy, quality and consistency with program objectives, and ensure proper coordination with all functional areas for technical evaluations. Provide recommendations to Government managers. Support execution of ECP improvement efforts to improve efficiency and effectiveness of all ECPs. Assist with oversight of engine fleet management processes and status reviews for proper and sound execution of engine management operations. Assist with oversight of engine depot management, scheduling and business processes to support the sustainment of the engine and ensure the needs of the user are met. Monitor engine OEM execution and advise Government program managers of appropriate actions to ensure a supportable system; Support cost, schedule, and performance management of Combined Test Force (CTF) operations and management for the engine program. Coordinate CTF activities, facilitate meetings, capture meeting minutes and action items, and provide CTF-related information to leadership as needed. Recommend, produce, maintain, and report management metrics that track implementation and progress of all engine programs via the Engine Life Management Plan (ELMP) and the engine investments management process.
