Contract Administrator
Job Title: Contracts Administrator IIILocation: Tampa, FL 33607Duration: 12-Month Contract (Possible Extension)Travel: Travel may be required to company locations throughout Florida and vendor locations across North America in support of procurement functions.Position Summary:The Contracts Administrator III is responsible for the preparation, negotiation, award, and commercial management of high-value, complex, and high-risk engineering, construction, and engineered equipment contracts. This role supports capital and maintenance projects related to electric power generation, electric transmission and distribution, and natural gas delivery facilities.The ideal candidate will independently manage procurement and contract administration activities with minimal supervision while partnering closely with project management, legal, risk management, and supply chain teams.Key Responsibilities:Lead pre-procurement planning activities to determine the most effective contracting strategies for engineering, construction, and engineered equipment projects. Support project teams in the development and review of technical specifications and scopes of work. Advise project management teams on contractual risks and mitigation strategies. Prepare contract documents, bid packages, commercial terms, and general terms & conditions for solicitations. Conduct commercial bid evaluations in coordination with technical evaluation teams. Lead contract negotiations with suppliers, contractors, legal, risk, regulatory, and internal stakeholders. Prepare award recommendations, finalize agreements, and coordinate contract execution. Administer contracts throughout the project lifecycle, including: Change order negotiations Claims and dispute resolution Invoice compliance review Contractor lien law compliance Contract close-out documentation Act as liaison between project teams, Legal, and Risk Management departments. Perform due diligence assessments of new contractors and suppliers to ensure technical and commercial capability. Maintain strong supplier relationships and support supplier diversity initiatives. Ensure compliance with federal, state, and local procurement laws, regulations, and ordinances. Participate in cross-functional initiatives focused on procurement process improvement and cost reduction. Support continuous improvement efforts through advanced procurement practices and ongoing industry education. Provide guidance and training to procurement team members as needed. Required Qualifications:Bachelor’s degree in Business, Engineering, or a related field. Minimum 6 years of direct experience in: Construction contracts Project engineering Contract management Project management Quantity surveying Experience managing complex engineering and construction-related contracts. Strong understanding of procurement practices, commercial negotiations, and contract risk management. Ability to work independently with minimal supervision. Preferred Qualifications:Experience with IT and Technology contracts. Working knowledge of ERP or SAP systems. Experience supporting utility, energy, transmission/distribution, or natural gas projects.
