Performs analysis and advises Senior Management on the effectiveness of engineering/technical support related missions of Civil Works, IIS (Support for Others), Environmental, Military Construction and Center of Standardization facilities for the U.S. Army Corps of Engineers, Mobile District. Additionally, performs budget analysis and development functions for the Engineering Division.DutiesConducts program analyses to evaluate effectiveness of engineering, technical, and acquisition functions; recommends improvements to processes, policies, and organizational structure.Assesses procurement workflows and operational procedures, identifying inefficiencies and implementing solutions to enhance mission execution.Collects, analyzes, and interprets financial, performance, and contract data; develops reports and dashboards to inform leadership decision-making.Tracks program status across multiple mission areas and delivers analytical insights on trends, risks, and overall performance.Establishes and evaluates internal controls to ensure compliance with applicable laws, regulations, and Department of Defense policies.Performs internal reviews and policy analysis to identify risks, gaps, and improvement opportunities; recommends corrective actions.Leads budget formulation, execution, and monitoring; analyzes funding requirements, sets priorities, and recommends adjustments to optimize resource utilization.Evaluates workload and staffing requirements; develops manpower estimates and recommends resource allocation to support efficient program delivery.Other Conditions and RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.OPM General Schedule Qualification Standards — GS-0343 Series - https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/management-and-program-analysis-series-0343/Specialized ExperiencePerforms (1) Monitoring and evaluating overall operating budget execution to ensure timely allocation and proper and efficient utilization of funding resources (2) Financial and budget analysis for all types of engineering projects involving the use of Primavera and CEFMS, management of revolving fund accounts, manpower analysis, departmental overhead, and development of reports based on data analysis (3) Compiling financial data and status narratives from multiple sources and performs analysis to complete reports which are provided to technical managers, senior leaders, and customers through the use of and development of Power BI reports (4) Development, review, and auditing of standard operating procedures; interpretation and implementation of regulations and policies; reviewing and recommending changes to workflow processes.Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).Other RequirementsApplications must be submitted after 12:01 AM (EST) of the posted Job Posting Open Date and before 11:45 PM (EST) of the posted Job Posting Close Date to receive consideration.All positions require the applicant to be a citizen of the United States.Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.A trial or probationary period may be required.Direct deposit of pay is required.This position has a Temporary Duty (TDY) or business travel requirement of 15 % of the time.This position has been designated as performing Project and/or Program Management functions. The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter. Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
