Project Manager

Description:Remote Position: Can be anywhere EST or Central but must work EST.Possibility of Temp to Perm for the right fitHR Project Management/HR Workstream/Reorg/Business Modeling/Policy/Systems ImplementationHR Support/Services. HR Background preferred but not required.Will require a 90 minute TEAMS Interview.Please read general PM below as well as more specific department description.Responsibilities: 1. Oversee team members milestones and performance as compared to project plan, scope, budget, resources and schedule. Provide for all communication within and outside of project. Communicate project progress and information to team, sponsor, stakeholders, and field as appropriate. 2. Develop and prepare written project plans addressing, tasks, roles and responsibilities, risk, resources, budget, communications, quality and organization. Develop work breakdown structure (WBS). Perform critical path analysis and develop time-lines for completion of tasks, measuring the deliverable work packages of the project against the project plan. 3. Manage and update project activities throughout the project life cycle utilizing the WBS, schedule, budget and required reports. Maintain and update project documentation to include project plan, work breakdown structure, schedule, budget, risk plan, communication plan, table of organization, change control log, and reports. Manage the change control within project. Obtain sponsor approval for changes to scope, budget, and schedule that effect the critical path. May need to acquire a project charter from management and obtain sign off on the statement of work by the project sponsor. 4. Ensure that scope, budget, and schedule targets are within variance and project delivery date is met. 5. Typically has unit-specific responsibilities within the scope of the job. Qualifications: Education - 4-year college degree or equivalent combination of education and experience Discipline/Major Project management, business, information systems, health related, or other related discipline. Professional Certifications/Licenses Certified Associate in Project Management (CAPM) preferred or progress toward CAPM. Motivated by tough challenges, prefers process and structure, and can navigate a rapidly changing environment.Job Description Responsibilities:• Project Team Management - Leads large project teams (or multiple small to medium teams); defines the project vision and communicates the outcomes needed along with guidance to achieve outcome, coordinates team actions across project activities; coordinates flow of additional team members on and off the team as needed; and builds the capability of the team through development.• Project Scope Definition - Plan and lead the delivery of a range of information gathering, analysis, and stakeholder consultation activities and specify, negotiate, and agree on project deliverables.• Project Reporting and Review - Manage the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress.• Project Risk and Issue Management - Manage identification of risks, issues, dependencies, and constraints associated with the project, escalating these where appropriate. Where necessary, develop, agree on, and implement solutions to overcome these.• Stakeholder Management - Develop and implement stakeholder engagement plans for projects to identify relevant stakeholders, to develop positive stakeholder relationships, and to ensure that each stakeholder has an appropriate share of voice.• Project Framework Design - Draft project and program management frameworks and tools, ensuring compliance with specified design principles.• Project Governance - Clarify roles and responsibilities within the project team and ensure project compliance with the organization's wider program and/or portfolio management decision-making structures and processes.• Requirements Management - Manage the identification, elicitation of project and/or department-level process requirements; conduct analysis of those requirements for accuracy and alignment to the department; document and manage requirements throughout the life of the project and coordinate the verification of the end deliverable.• Continuous Improvement - Review existing operations in a major area of work and implement innovation processes to generate new ideas and ensure the required continuous improvement outcomes are delivered.• Change Management - Develop and deliver projects or a workstream within a change management initiative with guidance from others.• Performance Management and Capability Development - Manage and report on the performance of a team; set appropriate performance objectives for direct reports or project members and hold them accountable for achieving these; take appropriate corrective action where necessary to ensure the achievement of team / personal objectives; Identify, tailor and validate pre-existing exercises and feedback and development planning processes and tools to build team and organizational project management capabilitiesQualifications:Education: 4-year college degree or equivalent combination of education and experienceExperience: Minimum 5 to 7 years requiredManagement Experience: Minimum 1 to 3 years of staff management requiredAdditional Experience:• Professional Certifications/Licenses Certified Associate in Project Management (CAPM) preferred and progress toward Project Management• Professional (PMP) certification preferred
