Strategic Sourcing Manager (Hybrid)Starting Salary Range: $101,504 - $125,000The State Corporation Commission (“SCC”) seeks an experienced Strategic Sourcing Manager to join its Sourcing and Supplier Management team. The Strategic Sourcing Manager is responsible for leading cross-functional sourcing teams in developing and executing multi-dimensional strategies that consider multiple aspects of the SCC’s needs as well as developing, implementing, interpreting and evaluating procurement programs and processes. The Strategic Sourcing Manager position offers a hybrid work schedule (typically 3 days in office and 2 telework days each week) as well as a variety of professional development and training opportunities.Essential functions and responsibilities of the Strategic Sourcing Manager include, but are not limited to, the following:Overseeing and directing the work of sourcing professionalsDeveloping and executing sourcing strategies for a wide variety of services, IT solutions and goods for varying levels of complexity and fiscal valueAssisting SCC divisions in identifying how to solve business problems, and facilitating the process of evaluating, negotiating, and selecting solutions that provide the best value to the agencyPerforming contract management duties and maintaining supplier relationships; and protecting and managing contractual risksManaging, coaching, developing, training, and evaluating staff; reviewing and analyzing the work of staff; and managing workload and ensuring performance targets are met by staffEnsuring all procurement and contracts are executed in accordance with laws and policies and adhering to all applicate processes and proceduresPerforming market research and analyzing data to make appropriate recommendationsCollaborating with leadership to develop and implement risk and issue identification, escalation, and resolution strategiesIdentifying areas of improvement and supporting maturity of procurement processes and toolsLeading and participating in special projectsResolving complex purchasing and invoice issuesAdvising divisions on procurement and contract policies and proceduresPlanning and conducting training classesPreferred QualificationsEight (8) or more years of professional experience in contract administration and procurement, including experience executing and managing Information Technology contracts; and considerable experience managing staffConsiderable experience in strategic sourcing, to include executing complex contracts with defined deliverables and service level agreementsConsiderable experience negotiating Software License AgreementsStrong leadership and management skills, with the ability to effectively train, develop, coach, and evaluate professional staff and to lead cross-functional teamsStrong negotiating skillsConsiderable knowledge of the sourcing and procurement of technology goods and servicesFamiliarity with public procurement and knowledge of the Virginia Public Procurement ActProfessional certifications relevant to experience (CPPB, CPPO, NIGP-CPP, or similar)Bachelor’s degree is preferred but not required with considerable experienceExceptional communication skills, with the ability to express and understand ideas clearly, both verbally and in writingAbility to prioritize and oversee the completion of multiple projects simultaneously and meet set deadlinesAbility to establish and maintain effective working relationships with SCC staff and external vendorsHow to ApplyInterested candidates are strongly encouraged to apply by May 28, 2026.
