Assistant Director Materials Management - (240002KI)DescriptionJob OverviewThe Assistant Director Materials Management will work under the direction of the Director of Materials Management to oversee the day-to-day procurement operations and provide support to internal and external customers to ensure efficient and effective Purchasing operations. The incumbent will assist in the development and implementation of procurement polices, procedures and best practices to ensure compliance with federal, state and local procurement laws and regulations.Position DescriptionEssential Duties and ResponsibilitiesPurchasing Departmental ManagementProvide managerial oversight for a wide range of procurement, supply chain management and departmental operationsAssist in establishing and maintaining internal controls to ensure compliance with local, state and federal procurement policy, regulations and best practicesAssist in managing and establishing controls for the purchasing functions including planning, forecasting, acquisition, quality assurance and continuous process improvementAssist in budget recommendations and preparationOversee buyers in district solicitation process, including compliance with local, state and federal laws, development of bid specifications, Statement of Work (SOW), Board of Trustees recommendations and vendor protestsIn the absence of the Director prepare and/or present information for board meetingsAssist in the develop, review, recommendation and implementation of new or improved administrative purchasing proceduresKeep informed of and comply with state, federal, district, and campus policies affecting schools, including daily attendance, punctuality and confidentialityComply with the Texas Educator’s Code of EthicsPolicy and ReportingEnsure compliance with district, state and federal procurement policies, procedures and regulationsTrack district procurement expenditures to ensure alignment with federal, state and local laws, policies, regulations, and guidelinesCreate reports and make presentations to the administration, interested entities, school communities and the general public regarding the status of program implementation and other pertinent information as neededCommunication and CollaborationUse effective communication skills to present information accurately and clearly to administration, colleagues, peers, students, parents and staffMaintain a professional relationship with colleagues, students, parents and community membersParticipate in staff development activities that improve job-related skills and professional growthDemonstrate a high level of personal integrity, and a collaborative leadership style and high ethical standardsSupervisory ResponsibilitiesAssist in the process of recruiting, screening, interviewing and hiring of assigned staffAddress complaints and resolve problems in a timely mannerSupervise staff and daily operations of purchasing personnelEvaluate performance of staff and daily operations of purchasing personnel. Conduct performance appraisals of assigned staff.Develop and maintain a professional develop plan for the purchasing personnelApprove purchasing personnel schedulesInitiate personnel actions, including documentation and termination under the guidance of Human ResourcesServe as a coach and mentor to assigned staffQualificationsQualification RequirementsTo perform this job successfully, an individual must be able to perform each of the above essential duties satisfactorily.
