Program Manager

Overview As a Program Manager at GovCIO, you will lead full lifecycle programs from inception to completion, overseeing cost, schedule, and technical performance. You will serve as the primary customer liaison, guide proposals and staffing plans, and drive business development and follow-on opportunities. This onsite/hybrid role supports complex DoD-related programs and cyber training initiatives, demanding clear leadership and cross-functional collaboration. You will shape program outcomes within a security-conscious, mission-driven environment. ResponsibilitiesDirect all phases of programs from inception to completionManage cost, schedule, and technical performance of programs or sub-systemsNegotiate contracts and changesCoordinate proposals, business plans, budgets, and contractual termsAct as primary customer contact and lead program reviews on cost, schedule, and tech performanceDevelop new business and expand product lines with customersEstablish milestones and monitor master plans, reallocating resources as neededDirect work of multi-disciplinary project staffManage one or more programs of significant size/complexity and supervise personnelPrepare manpower plans and staffing strategies; recruit as neededMonitor contracts, subcontracts, and funding; forecast financial performanceLead major proposals and support new business developmentAcquire follow-on business in responsibility areas Key requirementsTop Secret clearance with SCI eligibilityMinimum five years’ experience managing a contract/TO or program of similar scope (at least one year in last five)Minimum five years’ experience in scoping, designing, executing, monitoring, and evaluating projects in contract scopeBachelor’s degree or higher from an accredited institutionLeadership and people managementStakeholder and customer communicationsStrategic thinking and problem solvingProgram managementDoD cyber training development and deliveryExperience with DoD cyber curriculum development
