Program Management Specialist – Logistics/Acquisition
Position Overview
Customs and Border Protection (CBP) Air and Marine Operations (AMO) currently operates a fleet of law enforcement equipped, medium altitude MQ-9 uncrewed aircraft systems (UAS) to provide persistent surveillance coverage of the northern and southern borders of the United States in order to detect and deter the illicit trafficking of persons, drugs, weapons and other goods by criminal networks. Life cycle acquisition planning and sustainment support for the MQ-9 fleet is provided by AMO’s UAS Program Office (PO). The potential expansion of the MQ-9 aircraft fleet would require additional acquisition support professionals to develop the needed life cycle acquisition and logistic support documents required to meet DHS Program Acquisition requirements.
Role and Responsibilities*
Perform requirements analysis and traceability, conduct market research, prepare draft acquisition documents, establish and implement program plans and milestones, and draft/monitor program schedules, correspondence, action items, and financial reports
Establish and implement program plans and milestones
Formulate and executes logistical support plans to sustain military/aerospace technology
Generate and track program schedules, correspondence action items, and financial reports
Maintain database programs to support logistics efforts, track Government Furnished Equipment (GFE) and documentation
Identify, analyze, and evaluate the logistics support requirements for UAS operations to include facilities, training, technical manuals, spare parts, support equipment, and maintenance requirements
Qualifications and Education Requirements*
Master’s degree in Management, Engineering, Law, Acquisition/Contract Management, or Logistics Management plus at least 8 years of relevant experience or a Bachelor’s degree in one of the above fields plus 12 years of relevant experience in military manned or unmanned aircraft system operations and/or acquisition
DoD (or DHS equivalent) Acquisition Workforce Improvement Act (DAWIA)/Acquisition Core Certified
Level II in Program Management
Level III in Career Field Life Cycle Logistics
DoD Program/Project Management experience preferred
DoD Air Vehicle/Systems Engineering experience preferred
DoD Requirements Analysis and Management experience required
JCIDS Documentation experience required
DoD Programming, Planning, and Budgeting preferred
Professional, effective communication and presentation skills, both oral and written, required
Individual must submit to a CBP BI; a favorably adjudicated BI will be required to maintain this position
Individual must possess or be eligible for a DHS High Risk - Public Trust Suitability / Fitness Determination. The individual must be eligible for a DoD Secret Clearance.
