Procurement AnalystITS requires Procurement Analyst support to work in the ITS Budget Office. The scope of work for the Procurement Analyst is typically assisting programs with the development of procurement documents, providing information regarding different sources of supply, assisting with market research, and supporting ITS CORs.
Compensation: The compensation range for this position is between $85,000 and $92,000 per year.
ResponsibilitiesDocument Preparation
Support ITS in preparation of procurement documents, including but not limited to requirements documents (e.g. SOW, PWS, SOO, etc.), Independent Government Cost Estimates (IGCE), Purchase Requests (PRs), IT Security Checklists, Section 508 documentation, Justifications for Other than Full and Open Competition (JOFOC), etc. These documents shall be created in accordance with the federal acquisition regulations and DOC, NTIA, and ITS policies. The contractor shall also coordinate ITS-wide procurements, such as those for computer purchases and equipment calibration.
Support preparation of other agreement documents, such as interagency agreements (IAA) and Cooperative Research and Development Agreements (CRADA).
Documentation prepared or reviewed by the contractor shall be accurate, not-to-exceed three (3) errors per procurement package. This includes other documentation produced under other task areas for this labor category.
Market Research
Conduct market research in support of program cost estimates and creation of the IGCE. This includes soliciting budgetary cost estimates from vendors, analyzing contract past performance, and using available cost estimating tools (e.g. GSA CALC, OASIS PET, etc.).
Market research shall be accurate and appropriate for the subject program requirement, not to exceed (NTE) three (3) errors per effort.
Market research shall be completed in a timely manner and shall be completed within five (5) days of initial request.
Contract Administration Support
Assist CORs in ITS with the administration of contracts. This includes, but is not limited to, invoice/cost analysis, preparation of documents for contract modifications, reviewing and processing background investigation documentation for contractor personnel, and coordinating contractor onboarding.
Purchase Card Support
Review and route purchase card request paperwork for all ITS purchase card requests. The contractor will be required to review packages for completeness and accuracy and will route requests via the ITS Purchase Card Log.
Process Documentation
Create, review, and update documentation for ITS procurement processes and procedures. This includes, but is not limited to, documentation requirements for purchase card requests, purchase requests/contracts, contractor onboarding, etc.
Research and Knowledge Transfer
Stay up-to-date on available contracting vehicles and relevant changes to the FAR. This includes the Commerce Strategic Sourcing Portfolio, GSA contracting vehicles (e.g. MAS Schedules, 8(a) STARS, OASIS, etc.), and other GWACs (e.g. NASA SEWP, NIH NITAAC, etc.).
Present relevant new and upcoming changes quarterly.
QualificationsSix years of related experience
Working knowledge of the Federal Acquisition Regulation (FAR).
Experience supporting government program offices in acquisition planning and procurement documentation.
Experience conducting market research and IGCE development.
Understanding of sourcing options to include: Simplified Acquisition, GSA schedules, GWACs (e.g. GSA FSS, NASA SEWP, NIH NITAAC), and 8(a) contracting.
Familiar with SOW, SOO, and PWS development for complex equipment, construction, and professional services contracts.
Intermediate skills with the Microsoft Office suite.
