If this sounds like a culture you would like to work in, you’re invited to apply for this role.Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.Job DescriptionUnder the direction of the Deputy Program Safety and Security Director, the Construction Safety and Security Manager (CSSM) is responsible for overseeing and coordinating the safety and security performance across all the construction activity in the Central Valley for the California High Speed Rail Authority. The CSSM is responsible for implementing the policies and procedures found in the CHSRA’s Safety and Security Management Plan (SSMP).The CSSM will support the Chief of Safety and Security and is responsible for monitoring construction safety and security and oversight activities related to the program. The CSSM has the responsibility and accountability to develop, make recommendations, and implement continuous improvement for construction safety and security activities related to the program. Additionally, this position coordinates with the HSR Contracts Office to review required safety deliverables involved in construction contractor activities.Position ResponsibilitiesProvide senior level leadership, expertise and vision to assist in the development of a safety culture for the program.Review future contracts and make recommendations regarding construction program safetyDevelops and delivers safety related training to Authority and consultant staffConduct audits, inspections, and risk assessments to identify potential hazards and ensure compliance with Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA), and California Division of Occupational Safety and Health (Cal/OSHA) requirementsCoordinates construction safety meetings amongst various construction contractorsMonitor compliance and make recommendations regarding construction site safety program wideResponds to incidents and coordinates the Authority’s response while working with the applicable construction contractorOn call for all incident levels related to construction activities to ensure resources and notifications are completed as required. Determine root cause for incidents with applicable construction contractor(s).Track applicable performance trends and provide recommendations for continuous improvementCollaborate with law enforcement, emergency services, and security agencies to align construction site security measures with broader public safety requirementsPrepare and present reports, briefings, and recommendations to HSR leadership, stakeholders, and oversight bodies regarding construction safety and security activitiesSupport integration of safety and security considerations into project schedules, budgets, and risk management activitiesLead process improvements to enhance efficiency, accountability, and transparency in construction safety and security initiatives across the programPerform other duties as assignedBasic Job RequirementsAccredited four (4) year degree or global equivalent in Safety Management, Construction Management, Engineering, Public Safety, or a related field and ten (10) years of progressive experience in managing safety and security activities for construction projects, ideally for large transportation infrastructure rail projects or near active railwaysAbility to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholdersJob related technical knowledge necessary to complete the jobAbility to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelinesAbility to attend to detail and work in a time-conscious and time-effective mannerOther Job RequirementsStrong knowledge of applicable safety and security regulations (OSHA, FRA, Cal/OSHA, and other relevant codes)Experience conducting risk assessments, audits, and inspectionsDemonstrated ability to prepare and deliver clear reports, safety performance metrics, and recommendationsStrong organizational, communication, and leadership skills to work effectively with multidisciplinary teamsValid Driver's License with good driving recordAbility to travel up to 50%, mostly north and south of rail line in the central valley with some travel to Sacramento Preferred QualificationsActive safety certifications, such as Construction Health and Safety Technician (CHST), or equivalentOSHA 30-Hour Construction Safety certificationExperience with transit or rail infrastructure safety and security programsFamiliarity with Homeland Security requirements, security management practices, and emergency response planningProficiency with safety management systems, data analysis tools, and reporting platformsMaster’s degree in a related fieldWe are an equal opportunity employer.
