This is a senior leadership role requiring deep expertise in agile project management, data center and cloud hosting services, and cross-functional stakeholder engagement in a complex, mission-driven environment. The Senior Project Manager will also serve as the lead subject matter expert supporting a major federal Health IT economic and clinical health program, requiring hands-on knowledge of that program’s architecture, master schedule, dashboard management, and multi-component stakeholder coordination.KEY RESPONSIBILITIESProgram & Project ManagementLead and oversee program and project management activities across multiple IT initiatives within a large federal health IT organizationDrive agile PMO operations including sprint planning, backlog management, governance, and reporting using tools such as JIRAProvide senior-level advisory support on data center operations, cloud hosting services, and IT infrastructure strategyManage project schedules, risks, issues, and dependencies across large-scale, multi-stakeholder programsSupport stakeholder engagement, communications, change management, and adoption activities for complex IT initiatives. Apply user-centered or Human-Centered Design principles, as appropriate, to support requirements gathering, solution planning, and implementation.Facilitate executive-level meetings, ensuring clear documentation, action tracking, and data-driven reportingSupport IT governance framework development, including documentation and decision-making processesCollaborate with leadership and cross-functional teams to shape program strategy and ensure successful executionProvide mentorship and oversight to junior project management staffSupport transition planning and knowledge transfer activities as requiredHealth IT Program Support (HITECH)Serve as subject matter expert supporting a large-scale federal Health IT economic and clinical health programMaintain the program’s master schedule, ensuring accuracy, currency, and alignment with program milestonesDevelop and update the program dashboard, providing leadership with timely and actionable program health metricsUtilize agency capital planning and management systems (CAPMS) and SharePoint in support of program tracking and reportingInterface and coordinate with various agency components and stakeholders involved in the health IT programApply working knowledge of the program’s system architecture and interfaces to inform project planning and stakeholder communicationsREQUIRED QUALIFICATIONS (MUST-HAVE)EducationBachelor’s degree or higher in Computer Science, Information Technology, Business Administration, Engineering, or related fieldCertificationsPMP (Project Management Professional) – RequiredCertified Scrum Master (CSM) or equivalent Scrum certification – RequiredProgram & Project Management ExperienceMinimum 15 years of project management experienceExperience using agile methodology in a program management contextDemonstrated knowledge of data center and cloud hosting servicesProficiency using JIRA for project tracking, sprint management, and reportingExperience supporting federal agencies in a program or project management capacityMinimum 5 years of experience with enterprise-level IT infrastructure, including distributed environmentsAt least 5 years providing strategic IT guidance aligned with industry best practices3–5 years leading Agile teams and managing backlogs in complex environmentsMinimum 3 years developing technical documentation, reports, and program deliverablesHealth IT Program (HITECH) ExperienceExperience supporting a large-scale federal Health IT economic and clinical health programExperience maintaining a complex program master schedule across multiple integrated workstreamsExperience developing and updating program dashboards for executive-level reportingProficiency with agency capital planning and management systems (CAPMS) and SharePointExperience interfacing with multiple agency components involved in a large federal health IT programWorking knowledge of health IT system architecture and interfacesPREFERRED QUALIFICATIONSITIL Foundation certificationTOGAF certificationProsci Change Management CertificationExperience with Objectives & Key Results (OKR) frameworksExperience with cloud governance and migration programsCompTIA Network+ or equivalent infrastructure certificationABOUT THIS OPPORTUNITYThis position is contingent upon contract award and supports a federal health IT customer.
