PLANNING ADMINISTRATOR - COMMUNITY DEVELOPMENT

PLANNING ADMINISTRATOR PURPOSE OF CLASSIFICATION The purpose of this classification is to perform a variety of professional planning & zoning coordinating tasks within the Community Development Department. This position will be responsible for leading, coordinating, managing, planning, organizing, and directing operation related to update, and review of the comprehensive plan with emphasis on land-use and the comprehensive plan work program. Supervises junior planners within division. Work is performed under the general supervision of the Assistant Director. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Provide project management to maintain a cohesive coordination between the County's land use, permitting, licensing and Zoning divisions. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews candidates for employment, includes coaching and mentoring to Department employees and ensures they have the necessary knowledge skills and abilities to perform their jobs. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; conducts staff meetings; consults with assigned staff, assists with complex/problematic situations, and provides technical expertise. Manage assigned county staff, planning and zoning consultants. Performs advanced professional work related to variety of planning assignments. Develop Request for Proposals (RFP) and manages complex planning studies, to include but not limited to, developing an Asset Based Community Development Strategy consistent with the Comprehensive plan and small area planning in Commission Districts (per Commissioner request). Serves as lead land-use plans reviewer and resolves issues and conflicts between County department reviewers. Conducts research and prepares statistical reports on land use, physical, social & economic issues. Interacts with reginal planning agencies to include but not limited to Atlanta Regional Commission (ARC), Council for Quality Growth and Economic Development Office, Development Authority, Department of Community Affairs (DCA), Atlanta Aerotropolis Alliance and Metropolitan Atlanta Rapid Transit Authority (MARTA). Ensures the accuracy of the land-use GIS data layer and the zoning/land-use matrix. Ensures land use and comprehensive plan is up to date. Coordinate land-Use Plan updates per State Regulation. Maintain digital copy of the County's Comprehensive Plan. Support all zoning meetings, including, but not limited to virtual Pre-Apps., Technical Review Committee (TRC), Community Information Meetings (CIM). Promote the Energov system by ensuring appropriate updates and notes are inputted into system. Maintains a comprehensive, current knowledge of applicable codes, ordinances, laws, and regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. ADDITIONAL FUNCTIONS Performs miscellaneous tasks; prepares land-use analyses for pending rezoning cases; makes reproductions of maps, support preparation of zoning analyses and presentations for pending rezoning cases; answers/resolve telephone calls or direct inquiries as appropriate. community engagement meetings on weekday evenings or weekends as needed. Performs other related duties as required. MINIMUM QUALIFICATIONS Master's degree in Urban and Regional Planning or closely related field; supplemented by Six (6) years previous experience and/or training that includes comprehensive planning, zoning, development, regulatory compliance or civil engineering; supervision experience; well-developed knowledge of one or more planning disciplines, such as land use planning/zoning, urban design, and housing; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job. Supervisory experience and AICP Certification are preferred. Must possess and maintain a valid Georgia driver's license. ADA COMPLIANCE Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
