Program Manager
The Advocate Program, Inc. is a private, not-for-profit, 501 c (3) justice agency that offers probation, diversion, community service, DUI and traffic programs, domestic violence programs, substance abuse and mental health evaluations and treatment to court-ordered individuals. It has expanded to work with juveniles and families in the juvenile justice field, families impacted by family conflict and violence, and homeless veterans and their families.
*Job Purpose:*
The Program Manager organizes activities and functions to ensure that goals and objectives specified for the program are accomplished in accordance with established priorities, time limitations, funding limitations or other specifications. The primary responsibility of the program manager is to manage the day-to-day activities of the program, which involves creating and managing program content and initiatives. It is also their responsibility to coordinate with subcontracted partners to ensure that the numbers are being met in accordance with program guidelines.
*Responsibilities:*
· Supervise a team of housing case managers and administrative staff to ensure services are in accordance with best practice service modalities, following VSSU program and SSVF grant requirements .
· Oversees the assignment of caseloads.
· Facilitate meetings to review individual staff performance, caseloads and services provided to veterans to keep the Director abreast of current issues or concerns.
· Reviews program documentation for eligibility and service activities, including case notes, hosing stability plans, other required documentation to ensure compliance with funding requirements and program model.
· Ensures that all case managers send the VA’s Participant Satisfaction surveys to provide feedback about the quality of services received at the Advocate Program and its partner agencies. Maintains survey distribution on client database.
· Ensure that client files are properly maintained and securely stored in accordance with VA’s confidential records policy.
Will assist in providing information for all incoming inquiries about the VSSU Program.
· Assist with site visit and audit preparation.
· Perform a variety of administrative and clerical duties which include answering phones, responding to general email inquiries, copying, collating, faxing, filing and mailing; perform ad hoc miscellaneous duties as assigned.
· Facilitates and participates in trainings, as needed, to develop and/or enhance the knowledge, skills and abilities brought to Program Manager position.
· Works in conjunction with VSSU team to increase community outreach efforts, conduct service presentations and attends outreach events. Serve as liaison to other community agencies, governmental entities and institutions to further the goals of the Advocate Program.
· Conducts work in team environment cooperatively and proactively. Upholds service mission by actively contributing towards team approach.
· Reviews all subcontractor monthly/quarterly reports to ensure compliance with subcontract agreement and VA grant agreement
· Supports the implementation of services by orienting staff to program regulations and requirements, goals and objectives, operational and reporting procedures to facilitate adherence to contract parameters.
· Implement and manage special projects as assigned.
· Ensure contract compliance and that the project operates within the established contract/grant goals and Advocate Program’s goals.
· Research and advise the Director of needs, trends, and issues within program area and recommend activities and strategies to address them.
· Submit required programmatic paperwork, reports and assignments on a monthly and quarterly basis.
· Manage and coordinate day-to-day activities of the program and meets with subcontracted partners as necessary to ensure contract performance.
· Works alongside Director to facilitate staff development through group and individualized activities as related to analysis of the program, understanding of program development and improved use of individual skills.
· Accepts and responds to supervision by the Director.
*CONFIDENTIALITY:*
Must adhere to and respect all policies regarding participant rights and responsibilities; maintain confidentiality of all SSVF participant information, past and present; share information with other members of the community where the SSVF participants has given his/her permission for the release of information. This covers any written or verbal communication regarding a participant’s identity, address and housing situation.

*EDUCATION and/or EXPERIENCE*
The ideal candidate for the VSSU Program Manager position will be an individual with an Bachelor’s Degree in Human Services or Business, with at least two years of entry-level experience in a human services agency (or equivalent “customer service” environment in the private sector). Knowledge and experience of Broward County, Miami-Dade County, the Miami VA, Broward Continuum of Care (COC) and the local network of community-based health and human services organizations serving low-income homeless populations, or veteran families at risk of homelessness, is preferred. Past experience working as part of a collaborative of agencies that have entered into referral and service coordination agreements will also be very desirable for this position. Military Veteran or member of military family required.
*INTERPERSONAL SKILLS AND LEADERSHIP SKILLS*
A strong work ethic, organizational skills and a motivation to prevent homelessness or help low income veterans and veteran families who are already homeless is required for this position.
Experience and comfort working in a team environment is essential. Demonstrated ability and motivation to learn human services skills and share knowledge about existing resources is very important. The ideal candidate will be self-motivated and able to motivate others, who enjoys social interaction and engagement with military personnel and their families; and can successfully gain the acceptance and trust of SSVF participants, as well as with staff in other agencies that participate in providing services to veteran families.
*TRAVEL: *
· This position requires travel to attend trainings, workshops, or professional development opportunities as assigned.
· Employees must be available to travel locally within Florida or to other locations as required by the organization.
· Travel may include day trips and/or overnight stays, depending on training location and schedule.
· All travel expenses will be covered in accordance with company policy.
*COMMUNICATIONS SKILLS*
Must have excellent oral and written communication skills. Must possess strong observation and analytical skills; functional knowledge of emergency assistance services in Miami Dade County; strong personal responsibility. Current training on military family benefits offered by the VA as well as familiarity with military family challenges is preferred. Flexible approach to working hours is mandatory, as it impacts Advocate's ability to serve Participants outside of traditional “9 to 5” business hours.
*LANGUAGE SKILLS*
Ability to read, analyze and interpret program procedures, outreach protocols and related policies. Ability to write reports, correspondence, and assist team in outreach tools development. Ability to effectively present information and respond to questions about the SSVF Program from groups of managers, clients, customers, and the general public. Ability to communicate in Spanish is highly recommended.
*TECHNICAL SKILLS*
Must have demonstrated skills in the MS Office 2000 Suite or higher (includes WORD, EXCEL, POWERPOINT, EMAIL OUTLOOK or EMAIL EXCHANGE) and Internet Explorer
Ability to use or is familiar with web based social networking tools such as Facebook, Twitter, etc.
Additional knowledge in the following is ideal, but not required: Adobe Acrobat for PDF creation; Document Scanning; CD Burn/creation
Pay: $65,000.00 - $75,000.00 per year
