The Role
We are seeking a Senior Program Manager to lead a large-scale, mission-critical software development program supporting Intelligence Community customers.
This leader is accountable for overall program execution, customer partnership, financial performance, and delivery excellence. The role requires a technically grounded program manager who can engage confidently at the architectural level while maintaining disciplined execution of traditional program management responsibilities.
What You’ll Do
Own Program Execution & Accountability
Serve as the single point of accountability for program cost, schedule, technical performance, and customer satisfaction
Manage program financials, including budgeting, forecasting, staffing plans, and margin performance
Ensure timely, accurate delivery of CDRLs and all contractual obligations
Lead risk and opportunity management processes, ensuring proactive mitigation strategies
Develop and maintain integrated master schedules and program execution plans
Represent the program to senior company leadership and government stakeholders
Partner with the Government PMO
Work directly with the Government Program Management Office to align on strategy, roadmap, and long-term mission objectives
Translate high-level mission outcomes into executable program plans
Provide transparent reporting on program health, risks, and performance
Support contract modifications, growth initiatives, and strategic planning efforts
Lead Complex Software Delivery
Develop and maintain working knowledge of system architecture at the box-diagram level, including major components, data flows, and integration points
Engage engineering and technical leaders to understand trade-offs, risks, and technical dependencies
Ensure technical decisions are aligned with contractual requirements and mission objectives
Oversee cross-functional coordination across software engineering, infrastructure, cybersecurity, and deployment teams
Understand the Mission & Domain
Learn and internalize the operational mission context and intelligence domain
Ensure the program’s direction supports evolving customer needs and real-world operational requirements
Build trusted relationships across Intelligence Community stakeholders
Build and Lead High-Performing Teams
Provide leadership, direction, and accountability across program management and technical teams
Establish clear expectations and a culture of ownership and execution discipline
Mentor and develop subordinate program managers and functional leads
Foster collaboration across geographically distributed teams

Job Qualifications
Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as thirteen or more years of progressively complex program administration experience. May substitute equivalent experience in lieu of education.
10+ years of experience leading programs of increasing size and complexity
10+ years of experience in software or technical environments (technical leadership experience strongly preferred)
Demonstrated success managing large-scale software development efforts
Strong working knowledge of program management processes, budgeting, forecasting, and schedule management
Experience delivering CDRLs and managing performance on government contracts
Ability to engage credibly in technical discussions at the architectural (system-level) view
Experience working directly with Intelligence Community customers
Preferred Qualifications
Experience working with both Intelligence Community and Department of Defense customers
PMP or PgMP certification
Experience managing geographically distributed teams
Familiarity with distributed systems, data platforms, cloud environments, and mission systems
Prior experience managing complex, multi-team engineering organizations
