Infrastructure-as-Code (IaC) Developer

Role: Infrastructure-as-Code (IaC) DeveloperLocation: Charlotte NC / Dallas TX / McLean VA (100% Onsite)Contract Experience Required: 6 - 9 years of relevant infrastructure/platform engineering experienceAbout the RoleThe Infrastructure-as-Code platform is the self-service layer that lets application teams provision compute, network, container, and load-balancing resources without filing tickets and waiting on manual builds. As an IaC Developer, you will design and build the reusable Terraform modules, orchestration workflows, and guardrails that make infrastructure provisioning fast, safe, and consistent at enterprise scale. This role requires genuine infrastructure domain depth — not just Terraform syntax — combined with the software engineering discipline to build a platform, not a pile of scripts. Database and messaging-specific IaC services are owned by a dedicated Database & Messaging Software Engineer Plus role that partners closely with this one. Key ResponsibilitiesDesign, build, and maintain reusable Terraform modules and custom Terraform providers that power self-service infrastructure provisioning.Named IaC service catalog: build IaC service offerings for VM provisioning, DNS/CNAME records, OCP/Kubernetes namespaces, AVI load balancers, Redis, and AWS SNS.Build and operate workflow orchestration (Temporal, including Temporal Nexus and long-lived workflows, or an equivalent orchestration engine) to coordinate multi-step, long-running infrastructure provisioning workflows.Develop platform tooling and integrations in Go or Java that extend the IaC platform's capability beyond raw Terraform execution.Governance integration: integrate provisioning workflows with ServiceNow APIs (v1 and v2) for request intake, approvals, and CMDB synchronization, and with the organization's PTB (Path-to-Build) governance process.Build and enforce guardrails and policy-as-code (e.g., OPA, Sentinel, or equivalent) to prevent non-compliant infrastructure from being provisioned.Use Ansible for configuration management workflows alongside Terraform-based provisioning.Build CI/CD pipelines for IaC modules using GitHub Actions or Harness.Contribute to self-service portal front-end capability so application teams can request and manage infrastructure without manual tickets.Implement drift detection and automated state reconciliation to keep deployed infrastructure aligned with its declared IaC state.Extend provisioning modules to cover messaging infrastructure (Kafka, MQ) and VMware-based network resources.Contribute to Workflow/Orchestration Studio design and build, and to AaC-to-IaC generation pipelines that translate architecture-as-code definitions directly into provisioned infrastructure.Build adoption metrics and dashboards to track self-service usage, provisioning lead time, and platform ROI. Must-Have QualificationsHands-on experience developing reusable Terraform modules and, ideally, custom Terraform providers.Strong infrastructure domain depth across compute, network, OpenShift/Kubernetes, and load balancing (e.g., AVI/VMware).Configuration management experience with Ansible.Experience with workflow orchestration platforms such as Temporal or an equivalent.Proficiency in Go or Java for platform/tooling development.CI/CD experience (GitHub Actions, Harness, or similar) and experience integrating provisioning workflows with ServiceNow APIs.Demonstrated experience building guardrails and policy enforcement into infrastructure provisioning. Good-to-Have / Preferred QualificationsFront-end development experience for self-service portals.Experience with drift detection and automated state reconciliation.HashiCorp Vault integration experience for provisioning workflows.Exposure to AaC-to-IaC generation pipelines and Workflow/Orchestration Studio-type tooling.Experience building adoption metrics and dashboarding for platform usage.HashiCorp Terraform certification or equivalent demonstrated expertise. Education & ExperienceBachelor's degree in Computer Science, Engineering, or a related field, or equivalent hands-on experience.6-9 years of infrastructure or platform engineering experience, including at least 3 years building production-grade Terraform modules at scale.HashiCorp Terraform certification or equivalent demonstrated expertise is a plus. What Success Looks LikeA growing majority of new infrastructure requests are fulfilled through self-service Terraform modules rather than manual tickets.Provisioning lead time drops measurably after self-service portal and orchestration rollout.Policy-as-code guardrails catch non-compliant infrastructure requests before provisioning.Drift between declared and actual infrastructure state is detected and reconciled automatically.
