Project Manager

Paradigm Technology is seeking Project Managers for our client (Public Utility). These are one year+ contracts and require being onsite in Chattanooga, TN once a month for a few days.The Project Manager is responsible for planning, directing, and executing large andcomplex projects from initiation through closeout. (cybersecurity, infrastructure, applicationupgrades/deployment, etc.) These roles ensure projects are delivered on time, within scope and budget, and in alignment with organizational strategy. The Project Managers serve as theprimary point of contact for stakeholders and leads cross functional teams while maintaining strong project controls, financial oversight, and risk management. These positions require minimal supervision and the ability to independently manage assignments with general guidance on expected outcomes.Key ResponsibilitiesProject Leadership & ExecutionLead all phases of IT projects, from planning through implementation and closeoutManage large IT projects and/or portfolios (including $7M-$15M budgets) / (cybersecurity, infrastructure, application upgrades/deployment, etc.)Serve as the single point of contact for assigned projects, including executive and business stakeholdersLead cross-functional and Joint Project Teams (JPTs) to ensure alignment with scope, schedule, cost, and quality objectivesParticipate in project prioritization and portfolio planning activitiesProject Controls & GovernanceEstablish and maintain effective project controls for cost, schedule, scope, risk, milestones, and performanceDevelop, update, and manage detailed project schedules and budgets using approved project management toolsPrepare schedule scenarios, forecasting models, and project benefit analysesIdentify, assess, mitigate, and communicate project risks and issuesSupport change management processes, including change requests and work authorizationFinancial & Portfolio ManagementDevelop and support project and portfolio business planning budgetsPerform monthly forecasting and financial submittals, including accruals and journal vouchersCoordinate with Finance and Fixed Assets Accounting to determine proper classification of project work ordersSupport development, execution, and monitoring of purchase agreements and expendituresEnsure accurate cost control, forecasting, and economic analysisCommunication & ReportingDocument project progress, changes, and impacts to cost and scheduleCommunicate regular status updates, forecasts, and projections to project teams and stakeholdersParticipate in and support project meetings, reviews, and executive briefingsMaintain compliance with organizational processes, standards, and governance requirementsOperational & Field SupportProvide field or site support during project execution as requiredInterface continuously with IT, engineering, operations, contractors, vendors, and partnersSupport seasonal, annual, and long-range planning effortsCapture lessons learned and support continuous process improvement initiativesRequired Skills & ProficienciesStrong knowledge of IT project management methodologies, project controls, and governance practicesExpertise in cost engineering, scheduling, forecasting, budgeting, and financial analysisProficiency with project and work management tools (Primavera P6, Maximo, PowerPlan, C55)Advanced proficiency with PC software (Microsoft Office Suite)Ability to integrate cost, schedule, resource loading, and risk managementStrong analytical, problem-solving, and decision-making skillsExcellent written and verbal communication skillsAbility to work independently and manage multiple priorities in complex environmentsUnderstanding of relevant organizational standards, procedures, and regulatory requirementsQualificationsBachelor’s degree in engineering, Business, Project Management, or a related technical field7 or more years of experience managing large, complex projectsProject Management Professional (PMP) certification (required)Experience managing multi-million-dollar budgets or large project portfoliosExperience in public utility, regulated, or large enterprise environments preferredWhy Join ParadigmAt Paradigm, integrity drives innovation.
