Our vision reimagines the system to make it work best for all involved, especially the child.Position DescriptionThe Program Manager - Anti-Trafficking Youth Services will provide leadership in all areas relating to the Anti-Trafficking Youth Services operations. They will supervise the Anti-Trafficking Youth Specialists and other program staff as assigned. The Program Manager will be responsible for implementing best practices into the day-to-day work of the specialists, to include accompanying them in the field for support with clients, and ensuring safety of all program staff as they engage with youth and families.Essential Duties And ResponsibilitiesProvide supervision and leadership of the Anti-Trafficking Youth Services staff, following all personnel policies and procedures and conducting performance reviews.Develop and maintain policies and procedures related to the general operations of the Anti-Trafficking Youth Services Program.Oversight of process for staff review of all Omaha Police Department missing youth reports.Provide support and training to staff in the client home and community as needed. Facilitate initial MDT meetings for new cases with all involved professionals as part of the intake process.Facilitate weekly MDT on youth at high-risk for trafficking with partner agencies (law enforcement, DHHS, Probation, therapist, specialist, etc.) for consistency due to case intensity, ensuring safety, ongoing communication and problem solving. Select, monitor and evaluate evidence-based screening and assessment tools appropriate to program client needs.Develop, monitor and maintain safety policies and procedures to ensure client and staff safety.Provide oversight of the fleet management procedures for staff to include monitoring credit card receipts, regular maintenance of vehicles, car seat expiration dates, etc.Provide training and support to staff for testifying in juvenile and/or criminal court.Assist with grant requirements, writing narratives, data reporting and attendance at mandatory meetings, to include occasional travel out of state.Develop and manage Youth Advisory board utilizing best practice policies and procedures.Compile monthly data from the Anti-Trafficking Youth Services Program to determine ATYS benchmarks, workload, case closure and outcome measures of success and report these numbers to Director.Develop, monitor and implement documentation processes in the Project Harmony Data Management system.Promote positive collaboration with Law Enforcement, Mental Health Therapists, Juvenile Assessment Center, Child Saving Institute, Community Connections, DHHS and other agency/community partners to develop processes and maintain strong working relationships.Participate in Community Engagement and Training Opportunities in order to educate the community about the Missing and Anti-Trafficking Youth Services Program, missing youth and high-risk behaviors and trends.Support the Anti-trafficking Youth Services Team in achieving expected results and promote professional development.Ensure culturally competent services are provided to all families we serve without regard to race, ethnicity, religion, socioeconomic status, disability, gender or sexual orientation.Ensure compliance with NCA Standards of Accreditation that apply to supervisees.Monitor the delivery of services to ensure model fidelity and quality of care from initial contact through follow-up and case closure.Ensure culturally competent services are provided to all families we serve without regard to race, ethnicity, religion, socioeconomic status, disability, gender or sexual orientation.Other duties as assigned by Director of Anti-Trafficking and Missing Youth Services.RequirementsQualificationsEducation and TrainingBachelor’s degree required in social work, public administration or related field. Master’s degree preferred.Equivalent education and experience will be considered. Work ExperienceTwo to five years’ experience with child advocacy center, child welfare agency and/or related field.Supervisory experience preferredTraining and experience in child abuse/neglect investigations, particularly sexual exploitation and minor sex trafficking.Required Knowledge And SkillsExcellent active listening, presentation verbal and written communication skills.High level of initiative and energy.High level of professionalism.Exceptional work ethic.Must respect and maintain confidentialityKnowledge of the dynamics of child abuse and neglect.Knowledge and understanding of the criminal justice system.Demonstrate problem solving skills and ability to resolve conflicts.Crisis intervention and family engagement skills.Experience working with at-risk families.Knowledge and understanding of family/domestic violence, the dynamics of child abuse/neglect, and commercial child sexual exploitation.Knowledge of minor human trafficking dynamics and best practice interventions.Broad knowledge of community services and resources for minor victims of trafficking, and the ability to collaborate well with community partners. Knowledge and understanding of various evidence-based trauma-informed care therapy models helpful.Demonstrated understanding of and ability to work with persons of diverse cultural backgrounds.Excellent organization, time management and decision-making skills.Understanding and maintenance of clear professional boundaries.
