Sr. Program Management Analyst

DSA is seeking a Senior Program Analyst to work on-site at the FBI Headquarters in the J. Edgar Hoover Building in Washington DC located on 404 9th St NW, Washington DC 20535.The SR. Program Analyst position requires: Active TOP SECRET clearance with the ability pass a CI-polygraph and obtain an SCI-level clearance. Minimum 15 years of experience working in FBI national security, intelligence, defense, or law enforcement communities. Experience using FBI systems such as FISAMS, Sentinel, and DIVS. Experience with FBI IC mission sets, FISA policy, and case management. Demonstrated experience successfully leading, planning, initiating, coordinating, and executing special projects and programs of varying scope and complexity. Experience and understanding how stakeholders in the field use various enterprise systems and applications. Experience evaluating policy, data, and systems and advising regarding options for improvements or change. Experience implementing corrective actions. Experience translating and communicating complex subject matter between technical and non- technical audiences. Keen attention to detail. Proficiency in MS Word, PowerPoint, Excel, and SharePoint. Excellent writing, oral communication, and presentation skills. Displays poise, tact, and diplomacy with all levels of staff and stakeholders. Bachelor’s degree in Engineering, Computer Science, Communications, Business, Finance, orother related analytical, scientific, or technical discipline. In depth knowledge of FBI operations, USIC functions, roles, and components, including the intelligence cycle. Experience working in a federal interagency environment, including collaboration with multipleU.S. government departments and agencies on joint programs. Experience briefing executive-level audiences.The Sr. Program Analyst shall provide technical and subject matter expert (SME) staff support to NSB OSU and various executive-level priority programs. Specifically, Contractor services shall support the following duties, which includes but is not limited to: Provide FBI National Security program subject matter expertise (SME) to support a diverse range of counterintelligence, counterterrorism, TSC, and WMDD programs, that will include but is not limited to FISA data and policy, electronic Woods capabilities, National Security Letter requirements, Attorney General Exemptions. Support national security system development, including FISA, NSL, NDRR system project management, FISA user requirements gathering, NSL system design, complex data conversion, documentation, training, and deployment. Produce national security business and functional documentation for the FBI’s FISA system, legal process applications, Sentinel requirements, intelligence collection applications, that includes but is not limited to user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures. Develop and provide best practices for NSB information technology and data integration efforts. Conduct complex analyses and studies related to IT data requirements, FBI National Security business process reengineering, business continuity, performance, benchmarking with like-activities, and new technology assessments. Meet with FBI headquarters and field office stakeholders to provide SME support for National Security data, policy, user requirements and program implementation for complex FBI IT capabilities and systems. Prepare and conduct technical/policy reports and briefings. Identify performance gaps and lessons learned. Analyze program and policy effectiveness. Analyzing new or proposed national security legislation or regulations to determine impact on FBI NSB missions, strategic goals, objectives and priorities. Develop presentation materials for executive-level briefings to explain program, status, issues, requirements, justification, and impact of proposed resourcing. Provide expert guidance, technical support, and troubleshooting assistance regarding NSB’s Technical Bridge applications (FISA, NSLs, NDRRs, etc.) as well as other proprietary applications to clients via phone, email, in-person and by remote access tools.This work enables state-of-the-art IT to enhance FBI mission capabilities and increase mission success in the critical areas of law enforcement and national security for Counterintelligence, Weapons of Mass Destruction, Terrorist Screening Center, and Counterterrorism missions.The Mission of this program is to protect the United States from weapons of mass destruction, acts of terrorism, and foreign intelligence operations and espionage.
