Public Health Nurse II/Women’s Health Grade: 72 WAYNE COUNTY JOB DESCRIPTION for HEALTH DEPARTMENT GENERAL WORK FUNCTIONS The Public Health Nurse II Women’s Health position is responsible for providing screening, education, referral, follow-up and case management services to all Women’s Health patients. This position works effectively as a member of the department; maintains the highest standards of professionalism; cooperates with co-workers to improve the quality of work and works diligently to improve the department’s processes and procedures. This position is directly supervised by the Women’s Health Clinic Supervisor. Generally, this position works 8:00 am to 5:00 pm Monday-Friday; however, the work schedule must be flexible in order to perform the job or in the event of an emergency, must be available for call in during and throughout a declared emergency, Public Health event, and/or preparedness exercise as designated by the Health Director or County Manager. SPECIFIC DUTIES AND RESPONSIBILITIES  Duties to include, but not limited to, interviewing and counseling patients utilizing standing nursing orders and established plans of care, obtaining vital signs, performing non-stress test, administering medications and documenting all findings in the EHR.  Performs triage nurse duties as assigned.  Completes all clinical duties as assigned.  Reviews patient lab results, discharge summaries, ultrasound reports, etc. and follow-up as needed.  Serves as preceptor as assigned for nursing students.  Refers patients to interagency disciplines and other community resources as needed.  Works in WCHD pharmacy as nurse dispenser as directed (after completion of Pharmacy training and determined competent by Pharmacist).  Completes annual training that is mandated by the agency and the county, and completes any trainings as needed that are specific to role.  Works in Wayne County Disaster Shelters as directed by Director of Nursing/Designee. KNOWLEDGE, SKILLS AND ABILITIES  Ability to take ownership and initiative, and work as a part of a team  Thorough knowledge in the application of nursing theory, practices, principles and techniques as it relates to public health  Ability to evaluate patient needs and situations and resolve problems/concerns.  Ability to coordinate with other members of the team and other agencies. ADDITIONAL JOB FUNCTIONS Performs other duties as assigned throughout the Wayne County Health Department. MINIMUM TRAINING AND EXPERIENCE Minimum:  Graduation from a four-year college or university with a B.S. Degree in Nursing which includes a public health nursing rotation, three years of public health experience; or graduation from an accredited school of professional nursing, four years of professional nursing experience, three of which must have been in public health: or an equivalent combination of education and experience. Public Health Nurse II/Women’s Health Grade: 72 Equivalent & Additional Training/Experience:  Completion of Introduction to Public Health Nursing course (or equivalent course designated by the NC DHHS) if a graduate of a two or three-year nursing program. Complete the pharmacy course for nurses.  An equivalent combination of education and experience. On the job training can suffice for part but not all requirements. Required Licensure or Certification:  Must be licensed to practice as a Registered Nurse in North Carolina by the North Carolina Board of Nursing and have a valid NC Driver’s License. MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able to operate a variety of office machines, tools and equipment, such as a computer, printer, copy machine, fax machine, charge card machine, calculator, or telephone. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Language Ability: Requires the ability to read a variety of informational and technical documentation, directions, instructions, and methods and procedures. Requires the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Physical Communication: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).
