Senior Product Owner / Atlassian Lead

T-Rex Solutions is seeking a Senior Product Owner / Platform Lead (Atlassian, ITSM) serves as the primary contractor authority for delivery, sustainment, and evolution of the SDLC Next platform, an enterprise Atlassian-based solution enabling Software Development Lifecycle (SDLC) and IT Service Management (ITSM) across the Defense Healthcare Management Systems (DHMS) portfolio. Operating in direct alignment with the Government Product Manager, this role leads end-to-end product execution, balancing operational service delivery with forward-looking platform enhancements. The position drives backlog prioritization, Agile delivery, release coordination, and platform governance while ensuring alignment with DHMS modernization initiatives, including capability releases, requirements traceability, and enterprise tooling strategy.Responsibilities:Lead execution of SDLC Next delivery, translating stakeholder needs into prioritized backlog, user stories, and release-ready capabilities across the full lifecycle (requirements, development, testing, deployment, sustainment) in alignment with Government Product Manager directionOwn backlog management and Agile execution, including prioritization of ITSM tickets, enhancement requests, and technical debt, along with backlog refinement, sprint planning, and release coordinationOversee ITSM operations and platform sustainment, ensuring daily management of incidents, service requests, change activities, and requirements/test workflows, with accountability for ticket throughput, SLA adherence, and platform stabilityPlan and execute platform enhancements and roadmap delivery, including capability block releases, critical implementations, and workflow optimization, ensuring alignment to DHMS SDLC modernization priorities and delivery timelinesServe as primary advisor to Government Product Manager and stakeholders, aligning priorities across DHMS programs (e.g., JOMIS and related initiatives) and translating technical capabilities into mission outcomesLead and manage a team of ~7 personnel supporting ITSM operations and platform enhancements, providing daily direction, performance oversight, and execution alignment across operational and development workstreamsEnsure release governance and deployment readiness, coordinating with systems engineering, test & evaluation, and infrastructure teams to validate changes and minimize operational riskIdentify and mitigate risks impacting delivery, platform performance, or stakeholder alignment, using metrics, KPIs, and operational insights to drive corrective actionOversee Atlassian platform governance and optimization, including Jira, Confluence, and JSM configuration, performance tuning, and alignment with enterprise standards and future-state architecture (e.g., cloud migration considerations)Support migration to Atlassian Cloud to preserve SDLC Next continuity through March 2029 Jira Data Center EOLManage team capacity, workload distribution, and resource allocation across ITSM operations and platform enhancement efforts to ensure balanced and sustainable deliveryTrack and report on platform and delivery performance metrics (e.g., ticket throughput, SLA adherence, backlog health), using data to inform prioritization and corrective actionsMaintain regular communication with stakeholders, providing status updates on platform performance, enhancement progress, and service impacts through recurring meetings and reporting forumsRequirements:5+ years of experience in product ownership, SDLC delivery, or platform management in enterprise or federal environmentsDemonstrated experience leading Agile delivery, including backlog management, sprint execution, and release coordinationStrong understanding of the full SDLC lifecycle, including requirements, testing, and deploymentExperience supporting ITSM operations (incident, change, service request) alongside product developmentProficiency with Atlassian tools (Jira, Confluence, JSM), including configuration and administrationProven ability to manage competing priorities, balance operations with enhancements, and drive results in complex environmentsStrong stakeholder management and communication skills, including ability to engage both technical and non-technical audiencesExperience identifying risks, managing dependencies, and driving mitigation strategiesU.S. Citizenship with ability to obtain/maintain CACT-Rex OverviewEstablished in 1999, T-Rex Solutions, LLC is a proven mid-tier business providing data-centric mission services to the Federal government as it increasingly tries to secure and leverage the power of data.
