Department Mental Health and Substance Abuse Services LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF MENTAL HEALTH & SUBSTANCE ABUSE SERVICES, ADMINISTRATIVE SERVICES DIVISION, DAVIDSON COUNTYThis position is designed as Hybrid (In office and Remote).This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position. Qualifications Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five or more years of full-time professional work in mental health and/or substance use disorders programs, including at least two years that involved monitoring, evaluating, planning, or coordinating program activities. Substitution of Education for Experience: Additional graduate coursework in a social or behavioral science or other related acceptable field may substitute for the required experience on a year-for-year basis to a maximum of two years, there being no substitution for the two years of specialized experience. Substitution of Experience for Education: Qualifying full-time professional work in mental health and/or substance use disorders programs may substitute for the required education on a year-for-year basis to a maximum of four years. Overview Summary: Under general supervision, an employee in this class has management level programmatic responsibilities in the Department of Mental Health and Substance Abuse Services' Central Office. These responsibilities are dependent on the assignment and may include a combination of the following: supervising program staff, supervising community programs, collaborating with program director to make program improvements, making decisions and handling programmatic issues in the absence of the program director, negotiating costs for contracted services, assisting in grant development and/or management process, writing policies and procedures, providing technical guidance to departmental administrators, and other related program management tasks. This class differs from MHSAS Program Manager 1 in that an incumbent of the latter has responsibilities of lesser scope and complexity. Responsibilities 1. Makes management decisions to ensure timely and appropriate handling of programmatic issues; collaborates with the Program Director to make improvements to program content. 2. Develops budget documents for contracts; negotiates costs for services with service providers. 3. Collects, compiles, and analyzes data relevant to the management of assigned program(s) and grant development; completes and maintains documentation as required. Creates and shares progress reports with senior management/leadership. 4. Gathers relevant information from staff and stakeholders to facility the resolution of complaints, grievances, and conflicts. 5. Develops and implements methodologies and systems for program data collection and reporting; creates forms and reports; drafts policies and procedures; assists in the redesign or revision of databases; assists in the creation and implementation of notices of funding availability, proposal reviews, and contract processes for new or reallocated funding. 6. Monitors activities and programs of contracted agencies to ensure they meet the scope of service as defined by the contract; identifies any problems or weaknesses and recommends solutions/improvements. 7. Provides technical assistance and/or guidance to programmatic stakeholders as required. 8. Assigns and supervises the work of direct reports and/or staff of contracted providers; develops Individual Performance Plans and conducts performance reviews for direct reports; establishes objectives and strategies that promote efficiency, develop partnerships, and improve service delivery. 9. Reviews and approves contracted agencies' budget amendments/revisions; reviews contracted agencies' monthly invoices and documentation for service recipient eligibility, compliance with rules, and/or other information. 10. Makes recommendations regarding staffing.
