We encourage you to monitor your governmentjobs.com profile and emails for the latest updates.Examples of DutiesSummarizes technical specifications for Request for Proposals (RFPs) and Invitation for Bids (IFBs); performs cost/price analyses on contractor proposals and bidsPlans procurement processes and assists user departments with setting schedulesSchedules advertising and announcement of RFPs and IFBsHolds pre-proposal and bid conferences to answer questionsLeads proposal and bid evaluation teams; evaluates proposals and bids, including cost/price analysisPrepares award recommendations for managementAttends various meetings, including pre-bid and post-bid debriefingsMonitors contract compliance and negotiates amendments and/or change orders; establishes pricing/negotiation strategiesAnalyzes cost/price elements in contractor proposals, bids, amendments, or change ordersDetermines market effect on pricingResolves problems and disagreements between contractors and user departmentsConverts purchase requisitions to Awards (Purchase Orders) in Metro's online system, including change orders and modificationsNegotiates contract costs, terms, and conditions with vendorsPrepares reports and correspondenceReviews and approves contractor invoicesAssists new vendors with requirements of the procurement processConducts closeout actions upon contract completion, such as final audit, payment, etc. Provides guidance and assistance to new or entry-level employeesMinimum QualificationsMay be required to perform other related job dutiesRequiredA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:EducationBachelor's Degree in Economics, Business, Public Administration, or a related field; Master's Degree in a related field preferredExperienceThree years of relevant experience performing complex contract administration work; some positions in this class may require specialized experience in area of assignmentCertifications/Licenses/Special RequirementsA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functionsProfessional certification from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent preferredPreferred QualificationsPreferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.
