We’re looking for senior planner and policy analyst to join our team!
This position is a hybrid, full-time, non-permanent Health Services Consultant 4 position located within the Office of Health Professions in the Health Services Quality Assurance Division
What You Will Do:
As the Quality Manager (HSC 4) you will:
Implement public health policies to license only qualified providers within 83 health professions, emergency medical services, 94 hospitals, 1,500 pharmacies, and more than 5,000 facilities
Lead credentialing supervisors and staff providing health service delivery products to the public.
Identify and recommend ways to improve the operating efficiency of the team and the Credentialing Section as a whole.
Carefully balance access to care and patient safety through the credentialing process.
Expectations and Responsibilities:
Serve as the designated senior planner/policy analyst for regulatory and licensing functional activities of high visibility and high sensitivity, including the authority to act on behalf of the agency.
Serve as the designated department expert/specialist to inform and educate state policy makers, program administrators, and the public about the importance of and requirements for the regulation of health professions and facilities.
Provide leadership and direction to the credentialing section. Develops work plans with goals, objectives, timelines, and tasks. Assigns work and manages section workload.
Coaches HSC3 Credentialing Supervisors to meet critical deadlines and manages assigned work from Section Manage.
Provide consultation and assistance to Credentialing Supervisors and Credentialing Specialists within the OCS.
Assist Office Director and section with legislative review process.
This position collaborates with team members to ensure best practices, assists in the development of processes and procedures to enhance the effectiveness and efficiency of credentialing services to the public.

Location and Flexibility
We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.
Required Qualifications (you must meet the provided option and any additional criteria listed.):
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Five (5) or more years of experience in healthcare credentialing or regulation. (Credentialing experience is the actual process of licensing healthcare professionals or facilities.)
Five (5) or more years of experience using HSQA’s Integrated Licensing and Regulatory System (ILRS) Database or a comparable licensing database, electronic medical record, or other tool.
Three (3) or more years of experience supervising staff.
Two (2) or more of experience providing subject matter technical expertise and quality review of work products using the division’s Integrated Licensing and Regulatory System (ILRS) or a similar licensing database.
Two (2) or more years of experience and skills using the following computer software:
MS Word – to create, format, edit, preview, print, and save documents. Use standard functions to select, edit, copy, paste, format, and spell check text.
MS Excel – to create spreadsheets and report on workload and performance. This requires creating formulas and importing external data sources into excel to analyze and produce reports.
Preferred Qualifications:
Bachelors or higher level education.
One or more years of experience analyzing legislative bills.
Experience as a health professions or facilities program manager or case manager.
Experience supervising a group of more than five staff at a time.

Engage in emergency response exercises and high-priority assignments as assigned during emergency events.
