The work supports multi-organization scientific R&D programs with substantial software components and is distinct from IT program management. The multi-year NOAA Modeling Moonshot Initiative advances U.S. leadership in Numerical Weather Prediction (NWP) through GPU-accelerated modeling, continuous data assimilation (DA), AI-augmented ensemble prediction, and NOAA's transition to the Model for Prediction Across Scales (MPAS) dynamical core. Position summary Provides cross-program coordination, reporting, tool administration, document control, and quality support. Turns distributed team inputs into governed program artifacts and keeps risks, actions, meetings, lessons, reports, and recurring deliverables current and traceable. Roles and responsibilities Configure and administer Government-provided Google Workspace and Smartsheet structures, including templates, metadata, workflows, access roles, validation rules, repositories, and archives. Support the initial program framework, living roadmap, stakeholder/communication plan, reporting calendar, data dictionary, and recurring coordination cadence. Maintain integrated risks, actions, issues, dependencies, decisions, impediments, and lessons-learned records; follow owners and evidence through closure. Schedule and coordinate program/project meetings; prepare pre-reads and agendas, facilitate as assigned, record decisions/minutes, and track actions and due dates. Compile Monthly Program Status Reports, Iteration Summary Reports, quarterly briefing inputs, and dashboard updates from governed source data. Perform document control and first-level quality review for completeness, traceability, consistency, accessibility, configuration, formatting, and system-entry integrity. Support external-partner registers, transition records, roadmap updates, risk workshops, retrospectives, and Administrative Contingency Plan maintenance. Assist the R2O Integration Lead and focus-area TPMs with cross-project coordination, workload surges, data calls, onboarding guidance, and process improvements. Required qualifications BA/BS degree (or accepted equivalent). 5-7 years of experience in the technical area being managed and 5+ years of IT management experience. Demonstrated ability to coordinate day-to-day engineering/program activities and organize assigned delivery-order work. Strong technical writing, editing, meeting facilitation, action tracking, document control, data-quality review, and stakeholder-communication skills. Proficiency with collaborative work-management, spreadsheet, presentation, document, and dashboard tools. Preferred qualifications Advanced experience with Smartsheet and Google Workspace, including governed metadata, dashboards, reporting automation, and access controls. Experience supporting NOAA/OAR, NWS, ProTech, or another Federal scientific/technical program. PMP/CAPM, PMI-ACP, CSM/PSM, SAFe, technical-writing, records-management, or quality credential. Experience with Agile program reporting, risk registers, integrated action/dependency logs, lessons repositories, and executive briefings. Knowledge of scientific software, NWP, DevSecOps, HPC, data assimilation, or AI/ML terminology and workflows. About IBSS Corp.
