Project Manager / Functional Lead
Who We’re Looking For (Position Overview):The Project Manager / Functional Lead is responsible for the overall delivery and performance of the PM3S contract supporting the National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT). This role serves as the single point of accountability for task execution, staffing, schedule, cost, quality, and risk, and acts as the primary interface between the Contractor, the Contracting Officer (CO), and the Contracting Officer’s Representative (COR).What Your Day-To-Day Looks Like (Position Responsibilities):Serve as the primary technical and managerial point of contact with the Government, including the CO and CORLead task order execution, including planning, scheduling, staffing, cost control, and performance reportingDirect delivery of portfolio management, governance, requirements definition, COTS configuration/customization, reporting, training, and O&M servicesEnsure compliance with HHS EPLC, CPIC, FITARA, and applicable NIH/NCI policies and standardsOversee integrated reporting, audit support, data calls, and executive dashboardsImplement and enforce quality assurance, risk management, and issue mitigation practicesPlan and execute transition-in and transition-out activities to preserve continuity and institutional knowledgeWhat You Need to Succeed (Minimum Requirements):PMP CertificationFive (5) years of experience managing complex program activitiesIn lieu of a PMP certification, candidate can have 8+ years of successful project management experience Experience managing federal IT programsStrong communication and leadership skills. Ideally, You Also Have (Preferred Qualifications):Experience supporting NIH, HHS, NCI, or similar healthcare or research organizationsHands-on leadership experience with COTS platforms (e.g., PPM, workflow, reporting, or governance tools)Experience delivering audit-ready documentation and executive-level reportingWe may use artificial intelligence (AI) tools to support parts of the hiring process, such as reviewing applications, analyzing resumes, or assessing responses.
