Wastewater Plant Supervisor, G17, Utilities Department

Job Summary Reposted: 5/4/2026 This position is responsible for supervising the day-to-day operations of a wastewater treatment plant and related infrastructure. Major Duties Maintains maintenance and chemical analysis records; prepares logs, records, and reports, including required local, state, and federal reports; files reports with the state government per permit requirements. Ensures compliance with all state and federal permit requirements and regulations; develops and implements plant policies and procedures. Makes rounds of plants; reads gauges and meters; records readings; makes process adjustments. Oversees maintenance and repair on a variety of mechanical and electrical equipment, including pumps, motors, controllers, valves, charts, and plant instrumentation. Directs the installation of water and sewer taps. Directs the resolution of customer concerns or complaints. Directs the collection of samples; performs laboratory analysis to ensure that treatment facilities are operating efficiently; supervises and carries out corrective actions. Trains, assigns, supervises, evaluates, and disciplines personnel. Purchases equipment, materials, and supplies. Responds to or assists with after-hours emergencies when needed. Perform any other duties as assigned. Knowledge, Skills, and Abilities Knowledge of department and county policies and procedures, and federal, state, and local laws and regulations. Knowledge of wastewater treatment plant principles, operations, and equipment. Knowledge of chemistry, mathematics, and biology. Skill in the operation and maintenance of mechanical and electronic equipment. Skill in planning, organization, and decision-making. Skill in the supervision of personnel. Skill in oral and written communication. Ability to communicate orally and in writing in the English language and orally in the Spanish language. Minimum Qualifications Must have a high school diploma or GED from an accredited institution. Must have at least ( 1 ) year of related work experience. Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution, as appropriate. Supplemental Information Complexity/Scope of Work The work consists of varied administrative, supervisory, and technical duties. Strict regulations contribute to the complexity of the position. The purpose of the position is to supervise the operation of a wastewater treatment plant. Successful performance helps ensure a clean and safe county environment. Physical Demands/Work Environment Occasionally Ascending or descending ladders, stairs, scaffolding, ramps, or poles. Moving oneself in different positions to accomplish tasks in various environments, including tight and confined spaces. Remaining in a stationary position, often standing or sitting for prolonged periods. Moving to accomplish tasks or moving from one worksite to another. Adjusting or moving objects up to 50 pounds in all directions. Repeating motions that may include the use of wrists, hands, and/or fingers. Operating machinery and/or power tools. Operating motor vehicles or heavy equipment. Driving a County vehicle or a personal vehicle for County business. Working in low temperatures. Working in high temperatures. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required. This position is covered under Civil Service; however, all other Webb County policies apply.
