Applicants who applied during the original posting period (3.21.2026 - 3.27.2026) do not need to reapply in order to be considered.In this position you will provide technical and paraprofessional assistance to ensure that the human resources functions of the Department of Corrections–MCF Lino Lakes and Shakopee regions are accurately and professionally completed within state and federal regulations; State policy and administrative procedure; collective bargaining agreements and plans; and Department of Corrections policy and procedure.Primary functions include coordinating FMLA; administering Workers’ Compensation; providing accurate and timely information on personnel and position transactions to ensure that employees appointments are processed timely and in accordance with HR procedures, contractual and legal requirements; assisting with the vacancy filling processes for Correctional Officer vacancies; providing assistance on human resource and labor relations issues for the facility so that managers, supervisors, and employees are provided with the most accurate information upon which to base decisions and consistency in contract administration is maintained within the facility and agency; and serving as a Designated Department Insurance Representative (DDIR) by administering the state employee's group insurance program.Some work will be performed at the human resources office within the Minnesota Correctional Facility – MCF Shakopee and Lino Lakes.Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.Minimum QualificationsTwo (2) years of experience performing a variety of HR support functions such as human resources transactions, benefits or insurance administration that demonstrates the following:Customer service skills that include active listening, empathy, and problem-solving.Strong interpersonal/human relations skills sufficient to counsel employees who have questions; ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.Proven ability to prioritize work, meet deadlines, complete all aspects of assignments and establish and maintain effective filing, document storage and retrieval systems. Analytical and problem-solving skills sufficient to evaluate complex information, research answers to problems and/or concerns and make decisions and/or recommendations within acceptable timeframes. Excellent computer skills using word processing software such as: Microsoft Office Suite including Word, Excel, Access, and Outlook, to create, format, edit, print, and save a variety of documents. English communication skills (speaking, writing, and reading) sufficient to communicate in person, by phone, email and written correspondence with customers, co-workers, and others; effectively compose and deliver responses to requests for information; and represent the department professionally. Ability to maintain confidentiality and handle sensitive information discreetly. Preferred QualificationsCompletion of post-secondary education in human resources or related field. Human resources experience within a State of Minnesota agency or another unionized environment. Experience using HR data management systems such as SEMA4 (Statewide Employee Management) or similar systems.Knowledge of state and federal personnel laws, rule, policies and procedures including Family Medical Leave Act (FMLA), Worker’s Compensation, and Americans with Disabilities Act (ADA).Knowledge of data privacy practices and laws.Experience in a correctional setting.
