Assistant Project Manager, BPA
Assistant Project Manager Quanta Government Solutions is seeking an Assistant Project Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Assistant Project Manager (APM) supports the successful execution of assigned construction projects. Working under the direction of a Project Manager and Program Manager, the APM assists with day-to-day coordination of safety, quality, cost, schedule, and compliance activities. This role partners closely with enterprise functional teams (Safety/Quality, Finance, Procurement, Cyber/IT, and Compliance) to ensure project controls, documentation, and reporting are accurate, timely, and audit-ready. Locations: Vancouver, WA or Portland, OR Reports To: Senior Program Manager/Project Executive Classification: Non-Exempt What You'll Do Support the Project Manager in executing assigned projects from inception through completion. Assist in coordinating teams across Operations, Safety, Quality, Finance, and Procurement. Participate in required project meetings, action tracking, and documentation preparation. Support stage-gate reviews by compiling required artifacts and maintaining auditable project records. Assist with coordination and communication between internal teams, subcontractors, vendors, and partners. Support preparation of client-facing materials and meeting agendas under Project Manager guidance. Track subcontractor deliverables, RFIs, and submittals to ensure timely responses and approvals. Support monthly forecasting, cost tracking, trend logs, and variance analysis. Help ensure cost documentation is complete, accurate, and compliant with audit requirements. Identify potential schedule risks or variances and escalate to the Project Manager for mitigation planning. Support compliance with BPI, CUI protection, and ISO 9001 quality requirements. Assist with maintaining site-specific plans including APP/JHAs, Environmental Plans, and Quality Control Plans. Help maintain project risk and opportunity logs, track action items, and support closeout activities. Assist in preparing weekly progress reports, three-week look-ahead schedules, risk logs, and cost/schedule metrics. Ensure all project documentation, correspondence, and reports are uploaded and maintained in QGS and BPA platforms with proper version control. Actively develop project management competencies with the goal of progressing into a Project Manager role. Participate in training, certifications, and mentoring opportunities supported by QGS. What You'll Bring Experience 3–5 years of experience supporting federal or large-scale commercial construction projects. Exposure to projects valued at $1M+ preferred. Education Bachelor's degree in Construction Management, Engineering, or related field preferred. Equivalent field experience may be considered. Certifications PMP or CAPM preferred (PMP required within a defined period for advancement). OSHA 30 preferred. Regulatory & Technical Knowledge Working familiarity with federal construction compliance concepts. Soft Skills Strong organizational skills and attention to detail. Effective written and verbal communication skills. Ability to work in a matrixed, fast-paced federal contracting environment. Supervisory Responsibilities: None Travel Requirements: Yes, 30% of the time, overnight required. Physical Demands: Frequently stationary, seldom pushing/pulling/reaching, climbing, kneeling, grabbing, bending, lifting/carrying over 10-30 lbs, 20/20 corrected vision, understanding sounds required for operating vehicle. Working Conditions: Seldom wet or humid, working near or on moving mechanical parts, heavy machinery, high places, exposed to fumes or airborne particles, toxic or caustic chemicals, outdoor weather conditions, work with electricity, work with explosives, work on or near a source of radiation, loud noise conditions (above 87dB), other environmental factors including weather conditions.
