Pay Grade: Administrative Job Summary Essential Duties and Responsibilities: Provides strategic leadership, in partnership with the Superintendent and the Board, to create the vision for the district, develop the strategic plan to achieve the vision, and drive the execution of the plan. Ensures compliance with district goals and objectives, administrative procedures, board policy, state and federal law and the directives of the Superintendent in carrying out the responsibilities of operations departments. Serves as a member of the Superintendent’s Senior Leadership Team and provides regular briefings to the Superintendent on critical operational issues. Conducts administrative or operational studies, analyzes data and provides recommendations to the Superintendent on operational matters. Evaluates efficiencies and effectiveness of district operations and develops strategies to assure efficient operational support for teaching and learning in an urban environment. Develops and implements long‑ and short‑term strategies to improve efficiencies in operations and prioritization of resources. Serves as a role model for effective human‑capital management that delivers measurable, cost‑effective results toward the district’s goals and mission. Communicates with other district staff to coordinate activities and programs, resolve issues and conflicts, and exchange information to assure effective services. Develops and prepares the annual budget for operational departments, analyzes and reviews budgetary and financial data, monitors and authorizes expenditures in accordance with established policies. Establishes a plan for operations staff development and evaluates assigned personnel. Attends all Board meetings and provides staff support to board standing committees. Connects and networks with other, similar school districts to share best practices, and continually upgrades and improves district operational programs. Stays current on educational issues and trends in effective operational support. Performs other duties of a same or similar nature as assigned. Knowledge, Skills, and Abilities Excellent written and verbal communication skills. Excellent management and supervisory skills. Excellent analytical and organizational skills. Proficient in database and accounting computer application systems. Ability to manage advanced financial receipts and disbursements. Proficient computer literacy (proficient in Microsoft Office Suite, Zoom and/or related software). Education and Experience Master’s Degree or advanced degree of at least equivalent standard from an accredited college or university. CPA preferred / Certificate in Accounting is acceptable. Seven years of progressively responsible management experience, two of which must be at the senior/district level. Experience with managing in a large, complex organization. Demonstrated success and/or strong knowledge in the relevant business operating areas such as Purchasing, Facilities Management, Food Services and Transportation. Demonstrated success with developing and implementing strategic plans and directing large projects. Proven record of successful budget administration and tracking and measuring results against organizational objectives. Proven record of championing continuous learning and professional growth and demonstrated success of developing and retaining high performers. Proven track record as a change agent with strong interpersonal skills. Experience dealing with diverse and economically disadvantaged populations. Successfully passing criminal background checks and health clearances. Leadership experience in implementing and directing a variety of large‑scale instructional programs and/or operations in a large urban school. Experience with the challenges of urban education. Experience with union relations.
