DESCRIPTION OF SERVICESThe Texas Health and Human Services Commission (HHSC) requires the services of two (2) Business Analyst 3 professionals, hereafter referred to as Worker(s), who meet the general qualifications of Business Analyst 3, Applications/Software Development, and the specifications outlined in this document.All work products resulting from this project shall be considered "works made for hire" and remain the property of the Texas Health and Human Services Commission.The agency may require pre-selection criminal background checks for all proposed candidates as authorized by Texas law. HHSC will not pay any fees for interviews or candidate discussions conducted during the selection process.The selected Worker will perform advanced business analysis and data analysis activities in support of major system modernization initiatives and ongoing enhancement efforts for Medicaid applications.The Worker will:Review, analyze, and evaluate business systems and user needs.Translate business needs into functional and technical requirements.Support Medicaid Enterprise Systems (MES) initiatives and system modernization.Collaborate with architecture, development, sustainment, and delivery teams.Work within a Scaled Agile Framework (SAFe) environment supporting Agile teams.Perform data analysis and business process evaluation to identify improvement opportunities.Assist in creating documentation, processes, and governance frameworks to align with agency modernization strategies.The Worker will be part of the Medicaid IT-Contracted Systems applications team, providing project and product oversight, ensuring alignment between business objectives, vendors, and technical teams.Responsibilities include:Gathering and documenting business requirements and user storiesPerforming data analysis and validation of raw dataFacilitating business process mapping and process reengineeringIdentifying technology solutions to business challengesConducting risk identification and solution analysisPreparing cost-benefit analysis, ROI analysis, and buy/build recommendationsSupporting system enhancements and application releasesServing as a liaison between business stakeholders and IT teamsSupporting vendor coordination with MES partnersPreparing detailed documentation including:Business Requirements Documents (BRDs)Functional SpecificationsProcess Flow DiagramsSystem Enhancement DocumentationThe Worker must demonstrate strong analytical, communication, documentation, and stakeholder management skills.This position requires 8+ years of professional experience, the ability to work independently, and the capability to handle complex business analysis tasks with creativity and strategic insight.II.
