This position is established to provide, plan, create & implement a comprehensive performance improvement program for FFR personnel who may include APF/NAF civilians, military, local nationals, and contractors to ensure the mission is achieved.Duties Help Major Duties and Responsibilities:Consults and coordinates with management to aid in the planning and presentation of required instruction including:Provides assistance and guidance to employees and management in the documentation of instructional records. Reinforces learning through communications with employees and supervisors ensuring objectives are met and understood throughout the instructional process. Ensures instructional courses offered are aligned with program objectives and organizational business results. Ensures employee development policies and procedures are adhered to. Regularly conducts classroom based training, virtual instructor led training (vILT), and webinars.Develops and maintains an aggressive annual training schedule in coordination with regional and installation FFR leaders and facilitators that is:Professionally delivered and upholds the integrity of FFR Training content and standardsScheduled in advance and advertised for maximized participation. Provided outstanding logistical support including classroom set-up, AV support, record keeping, ordering materials, inventory controls and administration. The incumbent maintains a network of Certified Learning Professionals (facilitators and coordinators) for core FFR learning events, including: Star Service, Genuine Leadership, and Sales Effectiveness; coordinates facilitator certification classes when necessary and provides constructive feedback as well as positive reinforcement to facilitators based on customer feedback.Compiles, assembles and analyzes data related to process and performance improvement programs. Aids supervisors in identifying general, technical and leadership competencies. Assists in the determination of workforce development needs for all levels of region employees.Assists employees on the availability and applicability of courses for professional growth. Recommends long-range objectives in terms of organizational structure, programs and milestones.Reviews overall program to determine adequacy and conformance with established regulations, policies and procedures. Documents findings, makes recommendations on improvements to correct deficiencies and furnishes assistance as required. Ensures corrective actions are taken. Develops, coordinates and submits for approval and dissemination, policies and procedures for performance improvement and workforce development support and monitors implementation. Develops and executes budget for performance improvement initiatives.Writes a variety of informational documents; creates presentation slides, manages electronic data spreadsheets suitable for disseminating information to the region and FFR N947 Training Branch.Performs general office functions including but not limited to filing, answering email, answering phones, copying, scanning, handling/sorting mail, requesting supplies, etc.May perform other administrative duties as assigned as well as management duties on a temporary basis as needed.Requirements Help Conditions of employmentMust pass all applicable records and background check. (review required documents section for more information.)Must be able to lift up to 45 lbs. Must be able to to speak continuously in a clear voice for periods of two (2) hours or more. Must be able to to travel to meet with employees and deliver training at all installations in the region and attend scheduled FFR N947 Training train-the-trainer courses. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.A qualified candidate must possess: Four year bachelor's degree in related field OR equivalent experience plus 2 years specialized subject matter experience directly related to performance and/or service improvement such as customer service/relations, performance management, facilitator certification (train-the-trainer), team building, process improvement, organizational behavior, or change management. Must have comprehensive knowledge of FFR organization and mission. It is highly desirable the incumbent have a broad knowledge of key Navy FFR/(N9) activity regulations, policies, principles, procedures and methods in order to effectively develop and maintain workforce development programs and activities. Ability to interpret instructions, directives and correspondence to apply them to specific situations, and be able to identify and analyze problems and select solutions and alternatives. Ability to efficiently and effectively carry out new and continuing performance improvement programs and special projects through appropriate application of principles, concepts and techniques to meet the specific needs of management and employees. Skilled in oral personal and interpersonal communication and possess superior written communication skills with the ability to make presentations in order to effectively implement professional development programs; and to deal amicably with others in the organizationMust demonstrate personal and interpersonal skills to:Model Star Service and Genuine Leadership concepts and strategies.
