Job Description:
*Job Summary / Overview: *
Infra Technology team within Austin Semiconductor is the Facilities team which owns processes and equipment used to supply utilities such as Electricity, Gas, and Chemical, Ultra-Pure Water, etc. to the FAB Manufacturing processes. Infra QA is the Quality department for the Infra Tech team that monitors and improves Quality and Reliability through short-term and long-term Engineering initiatives and Quality Management System. Reporting directly to the Infra QA Equipment Management TR, Facilities Commissioning
Engineer will facilitate Commissioning Process from Construction QAQC to Final System sign-off for new, and modification projects for all the facilities systems at Taylor, Texas.
*Specific Job Duties: *
* Coordinate a team of cross-functional commissioning engineers with different engineering backgrounds with the vision of developing world’s best construction and commissioning standards for FABs in the United States. This also includes coordination with Commissioning contractors.
* Execute and manage the project quality plans for construction and commissioning audits owned by Infra QA
* Coordinate the quality inspection/audit requests from the General Contractors
* Review project equipment and material specifications, BOMs and submittals for accuracy and consistency and to check for feasibility
* Develop the QAQC and commissioning standards for Facilities Systems
* Develop, maintain, and enforce Quality Technical and Business processes to aid the world’s best foundry’s FAB construction for facilities systems
* Review and report field Quality audit data to executive management periodically with improvement actions to remedy any quality setbacks with respect to construction and system commissioning
* Maintain Commissioning tracker and report status periodically to the management
* Lead NCR process by developing processes to identify non-conformities and continuously improve the process effectiveness
* Maintain a centralized quality software to ensure proper document control practices are followed
* Review and report failure analysis for construction and installation related quality issues working closely with the 3d party contractors and the operations teams. Failure analysis scope will also include infant mortality failures.
* Maintain and improve construction specifications
* Plan and conduct operational audits post-commissioning to ensure mechanical and electrical integrity of construction and system installation
* Ensure document management process is strictly followed
*Education, Training, Certification(s) and Minimum # Years Required: *
* BS in an Engineering field (Mech, Electrical, Chem, Civil, Ind) is mandatory
* Master’s degree in Engineering or Science is a plus
* Minimum 5 years of Quality Management experience in construction and commissioning (Semiconductor experience is a major plus)
* Quality Certifications such as, CMQ-OE, CQE, Six Sigma, are all plus
*Knowledge, Skills, Abilities, Software, and Tools: List MOST important requirements first. Then, list soft skills and desired *
*(but not required), experience: *
* The candidate must possess strong Quality background with working experience on critical quality tools like Pareto
Analysis, Root Cause Analysis, Inspection and Test Plans, as they relate to construction and system commissioning
* The candidate must be experienced in developing and maintaining controlled documents
* The candidate must demonstrate strong Project Management and leadership skills required to interface with stakeholders across the SAS Infra Technology, FAB Engineering, Construction, and Contract organizations to both sustain regular operations and drive quality projects.
* The candidate must be familiar with data analysis with focus on Process and Equipment quality
* Familiarity with safety requirements of construction sites
* The candidate needs expert level understanding of QC inspection and audit concepts
* Familiarity with ISO Quality Standards (ISO 9001 2015 and TS16949) a plus

* Lean manufacturing experience a plus
