Position Summary & Responsibilities: Adjudicator - Integrity (Program Specialist II)
The Kansas Department of Labor (KDOL) is committed to fostering employee growth and advancement, with internal promotion opportunities as a key priority. We are seeking a highly analytical and detail-oriented professional to support the integrity of the Unemployment Insurance (UI) program through thorough investigation and adjudication of claims
This role is responsible for reviewing unemployment claims to identify potential fraud or improper payments, conducting fact-finding investigations, and issuing fair and unbiased determinations in accordance with Kansas Employment Security Law and federal guidelines.
Key Responsibilities
Review and analyze unemployment insurance claims using information from multiple sources, including internal systems, crossmatches, new hire reports, and external tips
Determine whether UI benefits were properly paid or if overpayments or underpayments have occurred
Initiate and conduct investigations when discrepancies or potential fraud are identified
Gather, organize, and evaluate evidence to support findings and determinations
Interview claimants, employers, and third parties to obtain relevant information regarding employment, wages, and separation details
Maintain accurate, timely, and detailed case records, reports, and documentation
Exercise independent judgment while adhering to established laws, policies, and procedures
Issue non-monetary determinations regarding eligibility, overpayments, and fraud/non-fraud issues
Establish overpayments within the UI system and ensure proper notification to claimants and employers
Respond to inquiries and return communications promptly and professionally
Ensure compliance with federal timeliness standards, including Benefit Timeliness Quality (BTQ) requirements
Represent the Agency with professionalism, tact, and diplomacy in all interactions

This position requires strong analytical and investigative skills, attention to detail, and the ability to make sound, impartial decisions based on complex information. The ideal candidate will demonstrate excellent written and verbal communication skills, the ability to manage multiple cases, and a commitment to accuracy, fairness, and program integrity.
Minimum Qualifications
High School Diploma or equivalent
Minimum one year experience in investigations, completing reports and documents, gathering facts, understanding and applying policies, law, and regulations.
Requires knowledge and utilization of a PC to access computer files, record information, record statements, process determinations and answer inquires related to Unemployment Insurance.
Preferred Qualifications
Bachelors degree in related field of study
Two years of experience interacting with clients, customers, or the public in a social service, customer service, or problem resolution setting.
