These projects include design and cleanup of contaminated sites located at federal facilities located in the United States as well as support to other agencies within the government. Applies an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of methods, practices and processes of engineering and science disciplines. The position requires a broad technical background and experience in various functions; a full and in-depth understanding of the Corps of Engineers procedures and authorization and appropriation processes; and a strong management background. The incumbent is required to integrate customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations, including various functional elements within the district, establishing responsibilities and setting expectations; controlling and managing the budget and scheduling of the assigned project, assuring that District commitments to the customer are met; and serve as the District's primary point of contact for customers and other external agencies on assigned projects. Incumbent will be responsible for acting as Contracting Officer's Representative (COR) and serve as a project manager on one or more contracts as well. Typical projects are highly visible, technically complicated and/or politically sensitive investigations, remedial designs and remedial action projects executed by the environmental remediation program. Provides status reports on projects assigned, issues and trends to the district corporate leadership at the monthly Project Review Board.Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
