Job Details
JOB SUMMARY: Assist Weatherization Director and Senior Manager to assure that Weatherization is in compliance with grant and contract financial requirements. Assist with the development of the agency's annual budget.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
Assists Weatherization Director in developing Department and project budgets; tracks budgets, identifying and monitoring all charges to the Department's account codes.
Prepares grant and contract financial reports.
Meets with Weatherization Director and Senior Manager on a monthly basis to review grant expenditures, grant closeouts and budget revisions.
Communicates with funding sources regarding grant and contract financial transactions.
Develops and maintains required operation manuals for Weatherization program, including the Weatherization Operations Manual and Weatherization Management Information System software.
Responsible for payroll codes and chart of accounts for grants and contracts.
Monitors inventory control processes for weatherization sites, including remote rural locations.
Reviews contract routing to assure that contracts are in compliance with the requirements of the grant.
Prepares annual labor cost estimates and projections by program/grant. Audits timesheets and ensures accuracy in payroll charges to appropriate grant fund. Produces detailed reports to track labor costs by project and allocation to appropriate grants.
Maintains a high level of competency in using weatherization management information systems software as specified by the Alaska Housing Finance Corporation; provides training and technical assistance to other staff in using the software.
Compiles "real time" progress spreadsheets of financial status for program and managers monthly.
Assists and coordinates the completion of the monthly allocations as required by the grants and contracts.
Assists with grantor program audits, monitoring and sites reviews.
Assists the Controller with the annual audit and schedules as required by the auditors.
Reconciles grant receivables on a monthly basis.
Works with the Weatherization Director, Senior Manager, and finance department in the development of the agency's annual budget.
Other special duties as assigned by the supervisor.

PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 35 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.
Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.
Must be in good general health and free from serious physical, mental health and/or substance abuse problems.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.
TRAVEL
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION
Must be at least 18 years of age.
State and federal background checks, including fingerprints, may be required.
BA plus one year experience in accounting OR five years' experience in accounting with at least three years' experience with computer accounting/budgeting.
Previous experience with federal/state/municipal grants/contracts.
Responsible work ethic with reliable attendance.
Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
Employees are expected to remain alert, attentive, and fully engaged in their responsibilities during all working hours. Sleeping while on duty is strictly prohibited.
Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
Must be able to provide own transportation to meet work schedule requirements.
Agency recommends annual TB screening and physical as part of employee's personal wellness plan (Recommendation - Not a requirement of this position)
PREFERRED EDUCATION AND EXPERIENCE
Previous experience in nonprofit fund accounting.
Knowledge and experience in management of State of Alaska and federal Department of Energy Weatherization program grants.
Knowledge and experience with transportation of bulk material orders to rural Alaska.
Previous experience in a PC Network accounting environment.
Two to three years of experience working in Accounting.
