Infrastructure & Mobility Group Manager

Oxford Solutions is working with a growing engineering organization to identify an experienced Infrastructure & Mobility Group Manager to lead transportation planning and design efforts across Pennsylvania. This senior leadership role is ideal for a licensed Professional Engineer (PE) with a strong background in roadway and highway engineering who is ready to oversee project delivery, mentor staff, and drive client growth within the transportation sector.As Infrastructure & Mobility Group Manager, you will provide strategic direction and operational oversight for transportation projects serving state and municipal clients, including PennDOT-related work. You will lead Project Managers and engineering staff, ensure consistent project performance, and directly manage select high-impact projects.ResponsibilitiesLead, mentor, and develop a high-performing transportation team across multiple locationsOversee project execution to ensure delivery on schedule, within budget, and aligned with scope and quality standardsManage group performance, including staffing strategy, workload balancing, and financial oversightProvide hands-on leadership to Project Managers, supporting accountability and professional growthServe as primary client contact for key transportation accounts, maintaining strong, trusted relationshipsGuide resolution of technical, schedule, and budget challengesContribute to business planning and drive growth through client engagement and proposal leadershipLead or support pursuit efforts, interviews, and strategic positioning within the transportation marketNavigate public processes and municipal approvals associated with infrastructure projectsRepresent the organization within industry associations and professional networksQualificationsBachelor's degree in Civil Engineering or related fieldActive Professional Engineer (PE) license required15+ years of experience in transportation, roadway, or highway engineeringMinimum 5 years of project management experienceStrong familiarity with PennDOT and/or Pennsylvania Turnpike design standardsDemonstrated success leading and managing engineering teamsProven client relationship management and business development experienceStrong financial acumen with experience managing budgets, metrics, and performance dashboardsProficiency in Microsoft Office; MicroStation experience preferredStrategic thinker with strong communication and interpersonal skillsHighly organized with the ability to manage multiple concurrent prioritiesProactive problem solver with sound technical and business judgmentCommitted to mentoring staff and building a collaborative team cultureDriven to deliver quality infrastructure solutions that support mobility and community developmentTransportation Project Manager – Infrastructure & Mobility - 26-00140
