Talent Acquisition Manager (Human Resources Supervisor)
ABOUT THIS POSITION
The City of Phoenix, Arizona is seeking a strategic and collaborative Talent Acquisition Manager to serve as a key member of the Talent Acquisition leadership team. In this role, you will report to the Deputy HR Director over Talent Acquisition and provide strategic oversight into key priorities regarding citywide recruitment. The ideal candidate will have a passion for finding and hiring the best talent, a strategic mindset, and the ability to build strong relationships with hiring managers and candidates.

THE ORGANIZATION
The City of Phoenix, Arizona operates with a Council/Manager form of government and is the largest city in the nation to do so. The City Manager reports to the Phoenix City Council which is comprised of a Mayor and eight Council members. Each council member is elected by the people from a represented council district for a four-year term. The Mayor is elected at-large. With more than 14,000 full-time staff and a FY 2025-2026 budget of $7.8 billion to include $4.9 billion in General and Special Revenue Funds and $2.19 billion in Enterprise Funds, the City strives to improve the quality of life in Phoenix through efficient delivery of outstanding public services.
THE DEPARTMENT
The Human Resources Department provides centralized and federated support for over 40 departments and major functions. The department provides a full range of human resources services for the City including benefits and wellness, employee relations, labor relations, talent acquisition, safety, organizational development, classification and compensation, and HR support services and supports a workforce of more than 14,000 full and part-time employees, approximately 9,000 of whom are represented by five unions under a local meet and confer ordinance with another 3,300 (supervisory and professional) represented by two associations under a meet and discuss ordinance.
THE POSITION
The Talent Acquisition Manager plays a key role in shaping how the organization attracts, engages, and hires talent. As one of five supervisors, the manager provides leadership to an assigned team of recruiters, builds strong partnerships across departments, and guides improvements that make hiring processes more thoughtful, inclusive, and effective. This is a hands-on role focused on mentoring and developing people, strengthening relationships, and advancing systems and practices that support a high-quality hiring experience.
Key responsibilities
Leading and supporting a team of recruiters, creating a collaborative and growth-minded environment.
Partnering with departments to understand their needs and guide fair, well-designed hiring processes.
Advising on job analysis, sourcing strategies, assessments, and hiring regulations.
Using data and feedback to improve processes and enhance the experience for candidates and hiring managers.
Partnering with HRIS staff to guide improvements to our applicant tracking system (PeopleSoft).
Leading recruitments with professionalism and care.
This role may telework up to 5 days per week, at the discretion of the Department Director, with the expectation that you will attend in-person meetings and events as needed. New employees will be expected to be in the office 2-3 days per week for the first 90 days.

SALARY
Pay Range: $97,780.80 - $137,592.00 annually.
Hiring Range: $97,780.80 - $124,800.00 annually.

Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Internal Only: Please understand that this is pay grade 069. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
Promotions occur when the last two digits of the pay grade increase.
Demotions occur when the last two digits of the pay grade decrease.
Lateral transfers occur when there is no change to the last two digits of the pay grade.
When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
Five years of professional human resources management experience.
Bachelor's degree in human resources, public or business administration, or a related field.
Other combinations of education and experience that meet the minimum qualifications may be substituted.

Recent experience leading Talent Acquisition work.
Experience advising recruiters and hiring managers on equitable, people-centered hiring practices.
Experience supporting employer brand or recruitment marketing efforts.
Experience using data to guide decisions and improve the hiring process.
Experience developing sourcing strategies for hard-to-fill roles.
Experience improving processes, delivering HR-related training, or enhancing applicant tracking systems (e.g., PeopleSoft).
