DescriptionWelcome, we are excited you are here.Take a peek at what our beautiful County has to offer –Indian River CountyTHIS POSITION IS EXEMPT FROM VETERAN'S PREFERENCE*Under the general direction of the Water & Wastewater Operations Manager, plans, directs, and manages environmental compliance activities for all Indian River County Department of Utility Services (IRCDUS) water, wastewater, and reclaimed water facilities to ensure compliance with Federal, State, and local regulations. Serves as the Department’s primary regulatory liaison with state and federal regulatory agencies related to environmental permits, reporting programs, and compliance strategies within a dynamic regulatory framework. Oversees major regulatory initiatives to ensure IRCDUS remains in compliance with all applicable rules, regulations and orders, in addition, the position is responsible for coordinating monitoring, data analysis, compliance related investigations, and corrective actions. Evaluates complex environmental and permitting issues requiring advanced knowledge of environmental laws, Florida Administrative Code, water quality standards, sampling protocols, and compliance reporting. Serves as a senior technical advisor to Department leadership on regulatory risk and compliance strategy and exercises independent judgment in program administration. Provides direct supervision to environmental compliance staff, including assignment of work, performance management, training, and accountability for regulatory deliverables, ensuring accurate, timely, and consistent compliance across all IRCDUS facilities.Essential Job DutiesPlans, directs, and administers comprehensive environmental compliance programs for all IRCDUS water, wastewater, reclaimed water, and related utility operations to ensure adherence to Federal, State, and local regulations.Serves as the primary liaison with regulatory agencies, including the Florida Department of Environmental Protection (FDEP) and the St. Johns River Water Management District; maintains ongoing dialogue regarding compliance matters, inspections, and enforcement issues.Administers, reviews, updates, and ensures compliance with all environmental permits; prepares and submits required annual, semi-annual, and quarterly regulatory reports.Oversees major regulatory initiatives, including Lead and Copper Rule Revisions (LCRR), Lead Service Line Inventory program, Consumer Confidence Report (CCR), Industrial Pretreatment Program, and Cross-Connection Control Program.Organizes, directs, and implements monitoring, laboratory, and field sampling programs; evaluates analytical data; conducts trend analysis; performs internal audits; and initiates corrective actions to maintain compliance.Conducts risk assessments related to treatment processes, effluents, residuals, emissions, and potential impacts to human health and aquatic life; develops and directs remediation or mitigation strategies as necessary.Monitors changes in environmental laws, Florida Administrative Code, regulatory guidance, and industry best management practices; evaluates organizational impacts and implements proactive compliance strategies.Investigates environmental compliance concerns, evaluates existing procedures, and implements program improvements to enhance regulatory performance.Reviews and analyzes operational and environmental data, including water budget metrics, unaccounted-for water, and raw water withdrawals; provides technical evaluation and interpretation in written and graphic formats.Provides technical guidance to operational and technical staff on compliance tools, reporting systems, sampling protocols, and regulatory requirements; ensures effective communication and cooperation across divisions.Supervises environmental compliance staff, including assignment of work, training, performance evaluation, and accountability for regulatory deliverables.Represents IRCDUS in meetings with regulatory agencies, public and private organizations, and during emergency events requiring regulatory testing or FEMA reimbursement documentation.Prepares and delivers clear, concise written and oral presentations on complex regulatory or environmental matters; exercises sound, independent judgment with minimal supervision.Performs related duties as assigned; position requires periodic site visits to treatment facilities, NPDES discharge locations, and other operational areas and exposure to varying environmental conditions.Typical RequirementsEducation/ExperienceBachelor’s degree in environmental science, environmental engineering, chemistry, physical science, or a related field is preferred. Relevant professional experience in environmental compliance, permitting, regulatory program management, or water/wastewater operations may be substituted for the degree requirement on a year-for-year basis. A minimum of five (5) years of progressively responsible experience in environmental compliance or related regulatory programs is preferred. Previous supervisory experience preferred.Licenses, Certifications, Or RegistrationsValid State of Florida driver's license. Must possess or obtain within one (1) year from date of hire, a Backflow Prevention Assembly Tester certification.Knowledge, Abilities, And SkillsKnowledge of Federal, State, Water Management District, and local environmental regulations applicable to water, wastewater, reclaimed water, and related utility operations, including permitting and reporting requirements.Knowledge of utility treatment systems, environmental permitting procedures, Discharge Monitoring Reports (DMRs), and regulatory compliance documentation.Knowledge of Quality Assurance and Quality Control (QA/QC) principles, environmental sampling protocols, and data validation practices.Knowledge of Florida’s Government-in-the-Sunshine Law and Public Records requirements.Ability to organize, prioritize, and manage multiple complex projects while meeting strict regulatory deadlines.Ability to plan, direct, and implement comprehensive monitoring, reporting, and compliance enforcement programs.Ability to interpret regulatory requirements, evaluate environmental data, and prepare clear, concise technical and compliance reports.Ability to monitor regulatory and industry trends, assess potential impacts to IRCDUS operations, and maintain effective working relationships and dialogue with regulatory agencies.Ability to provide technical guidance to operational and compliance staff regarding reporting systems, compliance tools, and regulatory procedures.Ability to oversee and administer specialized compliance programs, including industrial pretreatment and cross-connection control.Ability to communicate effectively, both verbally and in writing, including preparation of technical presentations and responses to regulatory agencies and public inquiries.Proficiency in the use of personal computers, Microsoft Office applications (Word, Excel), data management systems, and internet-based regulatory reporting portals.Ability to exercise sound, independent judgment and perform work with minimal supervision.Ability to supervise staff, assign and review work, evaluate performance, and ensure accountability for regulatory deliverables.Supplemental InformationThis job description is not intended to be and should not be construed as an all-inclusive list of all the responsibilities, skills, or working conditions associated with the position.
