SummaryUnder limited supervision, manages and administers the procurement and contracting functions and processes for ANTHC.ResponsibilitiesManages and administers ANTHC procurement and contracting processes. Reviews, evaluates, and implements procurement processes. Negotiates and administers complex contracts. Receives bids, evaluates contractors and rewards contracts.Evaluates and resolves bid protests, disputes and claims as prescribed by procurement policy. Ensures compliance with procurement policy, contract requirements, and customer service expectations.Participates in management quality control initiatives. Represents purchasing and contracting in divisional and organization-wide planning committees.Provides information and assistance within the scope of designated authority. Ensures customers and staff understand procurement processes.Provides leadership, direction and guidance in purchasing and contracting. Develops and monitors and tracks department budget. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.Minimum Experience QualificationNon-supervisory - Eight (8) years of procurement or contract management experience. An equivalent combination of relevant education and/or training may be substituted for experience. AND Supervisory - Two (2) year involving employee supervision.
