Director of Assessment, Accountability and Compliance

Primary PurposeThe Director of Assessment, Accountability & Compliance provides leadership for thedevelopment, implementation, coordination, and evaluation of district systems for accountability,assessment, and state and federal programs. This position facilitates the operation andexpansion of evidence-based innovative school and program models, state and federal programs,and Teacher Incentive Allotment (TIA). The Director oversees evaluation and testing services,disaggregates student data to identify performance gaps, provides actionable reports tostakeholders to improve instruction, and monitors and leads the continuous improvement cycle.Qualifications:Education/Certification:Masters degree from an accredited college or universityValid teaching certificationValid Texas Administrator CertificateDoctorate preferredSpecial Knowledge/Skills:Ability to use student test data systemsAbility to use personal computer and software to collect, report, and present data andassessment-related informationAbility to develop and deliver training to adult learnersExcellent organizational, communication, and interpersonal skillsKnowledge of state accountability, state assessments, and local in instructional leadershipTwo years of principal or campus administration experience preferredMajor Responsibilities and Duties:Analysis and CollaborationAnalyze and interpret student test data to identify trends and opportunities, and ensurethat campus instructional staff receive timely, clear, and usable data to effectivelydevelop student achievement goals and objectivesDevelop and present statistical studies, analyses, and evaluation reports as required;conduct additional customized research based on district or campus needsConsult with district staff to develop, administer, and interpret evaluation guidelines andproceduresCollaborate with instructional leaders to develop, design, and select measurementinstruments to assess the effectiveness of instructional programs and pilot projectsWork with campus principals to enhance teacher capacity in using data for instructionand interventionAnalyze and forecast district performance based on Texas A-F accountability metrics toguide school improvement effortsOversee administration of all assessment systems for the district, including local, state,and national assessmentsServe as a liaison between the district and TEA for submission of reports related to stateand federal accountability and assessmentOversee federal and state accountability systems and processes, including all aspectsof A-F, RDA, and state and federal complianceDirect and oversee assigned federal and state programs, which may include Title I, II, III,IV, McKinney-Vento, and others, in collaboration with campus and district administrationOversee data and reporting cycles for accountability, assessment, and state and federalprogramsCreate internal systems to evaluate the effectiveness of services and programmingwithin the Department of Accountability, Assessment, and Compliance, ensuringimplementation of school improvement efforts consistent with ESSA and other local,state, or federal regulationsImplement local, state, and federally mandated student assessment programs andanalyze and interpret results to identify student performance trendsCoordinate mandatory TEA programs and assessments effectively and efficientlyTIA Program ManagementSet the vision, plan, and oversee support of innovative programs, including TIA, for thedistrictServe as the primary point of contact for Teacher Incentive Allotment (TIA) activities andmanage all facets of the programProvide support to campus and district leadership in the implementation and monitoringof the TIA programAssist in the development and updating of manuals, training materials, and resourcesrelated to the TIA programLead the development of student growth measures related to the TIA programResearch and analyze the validity and reliability of third-party student growth measuresrelated to the TIA programAssist with reporting assessment data for the TIA programGenerate reports on campus walkthroughs to share with leadershipContribute to the development of a process for evaluating and renewing locallydeveloped teacher designation systems, ensuring alignment with designation systembest practicesBudget, Recordkeeping, Reporting, and InventoryComplete evaluation and compliance reports as required by federal and state programsAdminister the department budget and ensure that programs are cost-effective andfunds are managed responsiblyProfessional Growth and DevelopmentConfer regularly with assigned staff to discuss performance and jointly developimprovement objectivesSelect, train, evaluate, and supervise the Coordinator of State and Federal Programs,Coordinator of Testing, and Executive Administrative Assistant, and makerecommendations relative to assignment, retention, discipline, and dismissalAttend and present at School Board meetings as neededModel professionalism and loyalty through behavior, actions, and words in support of thedistrict, Board of Trustees, colleagues, and supervisorsMaintain awareness of current events, publications, and legislation pertinent to state andfederal programs, assessment, accountability, TIA, and T-TESSTalent DevelopmentPrepare, distribute, and maintain Texas Teacher Evaluation and Support System (T-TESS) documentation and dataMaintain the T-TESS database on the Teach for Texas dashboardPrepare, distribute, and collect professional staff T-TESS evaluation rosters for campusleadersDevelop and support capacity of direct reports including the Coordinator of State andFederal Programs, Reporting Specialists and Testing Coordinator Instructional and Program ManagementManage and support the day-to-day functioning of the Assessment and AccountabilityDepartmentAnalyze and report data on a district-wide basisUnderstand, train, and communicate information about the state and federalaccountability systemServe as a resource to administrative personnel in expanding their use of dataProvide technology support for assessment softwareAssist with the distribution and inventory of state assessment materialsCoordinate technology related to TELPAS online assessment, including scheduling andhardware and software preparationServe as a liaison to outside vendors and internal departments providing technologysoftware supportCollaborate with and provide training for Instructional Technology, Assessment, andCurriculum and Instruction staffDemonstrate highly effective organizational skillsPossess excellent verbal and written communication skillsExhibit excellent public relations and interpersonal skillsApply effective
