Job Duties: The Fiscal Technician I maintains Journal and Ledger activities for complex Financial Accounting System on county level. Maintains Journal and Ledger activities for local County Operations and Client accounts. Maintains account receivable and payables, maintains control of all financial systems ensuring all accounts remain within budget and that all expenditures are made in compliance with state law, agency policy, and standard accounting practices. Prepares and maintains all Journals and Ledgers, keys all activities involved in the local financial accounting system for all client and operating fund accounts. Maintains and controls all records pertaining to these accounts for the purpose of an Audit Trail. Prepares and maintains records of 1402 Purchasing Requisitions, Purchase Orders, etc for agency purchases, equipment and supplies and controls agency equipment inventory. Maintains and controls the need for supplies, distributes supplies and maintains equipment maintenance and repairs/servings. Performs all duties as it pertains to Lancaster County Office Vehicle Coordinator. Responsible for maintaining the vehicles assigned to Lancaster County that includes all car clerical duties, maintenance, car logs, input/data entry of monthly mileage logs into state fleet mileage system and other duties for the upkeep of vehicles assigned to the office. Performs translations for SNAP/TANF documents and assisting Spanish populations with agency programs, documents and questions. Ensures that proper accounting/bookkeeping practices are applied to all Client personal needs accounts and Independent Living accounts. Ensures that unused IL funds are returned timely and as outline per state guidelines. Maintains automated claims system for all claims, and maintains control for the purpose of an audit trail. Assists and support the Business Manager and County Director as needed in providing general office needs, tying, ordering and assisting staff with IT related issues and processes work orders for repairs as needed. Assists and support clerical staff as needed or as required in completing assigned job duties. These duties include but not limited to: registering cases, telephone or window receptionist, typing correspondence, office mail, state cars, EBT assistance, time studies, purging case records, scanning, faxing, copying, etc. Corresponds with government or public employees to interpret financial records or obtain information needed to verify or support financial records maintained. Performs emergency disaster management services to include American Red Cross sheltering and Disaster SNAP duties; performs other related duties as required. Performs job delivery and/or performance with positive or appropriate customer service delivery to clients, the public and co-workers as an integral requirement. Performs Red Cross shelter duty or other emergency shelter duty/services as directed. Performs other duties as required and/or directed. Minimum and Additional Requirements A High School Diploma and one (1) year of clerical accounting or bookkeeping experience. An Associate Degree or higher may be substituted for the required work experience.
