Technical Project Manager – Finance & Property Tax Systems
Location: Downtown Phoenix, Arizona
Work Schedule: On-site, Monday through Friday
Compensation: Approximately $65 per hour, W-2
Employment Type: Six-month contract with the possibility of conversion to a full-time position
Local Requirement: Candidates MUST currently reside in Arizona and be willing to work on-site five days per week. No relocation.
Position Overview
We are seeking an experienced Technical Project Manager to lead complex technology initiatives supporting finance, accounting, treasury, and property tax operations.
This role will serve as the primary connection between business stakeholders, finance professionals, technical teams, executive leadership, and outside vendors. The Technical Project Manager will oversee enterprise system implementations, integrations, upgrades, process improvements, reporting initiatives, and other cross-functional technology projects.
The ideal candidate has strong project management experience, a solid understanding of financial systems and accounting processes, and previous experience working within a government or public-sector environment.
Key ResponsibilitiesProject Management and Delivery
Lead multiple technical projects from initiation through implementation and post-production support.
Develop project charters, business cases, project plans, budgets, timelines, and resource plans.
Manage project scope, risks, issues, dependencies, deliverables, and change requests.
Track project progress and provide regular status reports to executive leadership and key stakeholders.
Ensure projects are delivered on time, within budget, and in alignment with organizational objectives.
Facilitate project meetings, steering committee sessions, and executive presentations.
Maintain comprehensive project documentation and governance materials.
Business and Technical Analysis
Partner with finance, accounting, treasury, property tax, assessment, and technology teams to identify business and system requirements.
Lead requirements-gathering sessions, process-mapping workshops, and workflow analysis.
Translate business needs into clear functional and technical requirements.
Coordinate with software developers, database administrators, infrastructure teams, business analysts, and outside vendors.
Support solution design and ensure that proposed solutions comply with organizational policies, financial controls, and applicable regulations.
Communicate technical concepts clearly to nontechnical stakeholders.
Finance and Property Tax Systems
Lead or support projects involving areas such as:
Property tax billing and collections
Property assessment and valuation
Levy calculations
Tax roll processing
Tax distribution and apportionment
Revenue accounting
General ledger integrations
Budgeting and forecasting
Financial reporting
Audit documentation and readiness
Technology Implementation
Manage enterprise software implementations, upgrades, migrations, integrations, and system enhancements.
Coordinate testing activities, including system integration testing, user acceptance testing, and production validation.
Oversee data conversion, reconciliation, and validation activities.
Coordinate interfaces between ERP systems, property tax applications, GIS platforms, document-management systems, and reporting tools.
Help ensure that data quality, security, and governance standards are maintained.
Support implementation planning, training, deployment, and post-production stabilization.
Risk, Compliance, and Stakeholder Management
Identify project risks and develop effective mitigation strategies.
Ensure compliance with procurement policies, cybersecurity requirements, internal financial controls, and applicable government regulations.
Support internal and external audits involving financial systems and technology projects.
Build strong working relationships with department leaders, finance teams, technical teams, end users, and vendors.
Drive consensus and accountability across cross-functional teams.
Required Qualifications
Bachelor’s degree in Accounting, Finance, Information Systems, Business Administration, Computer Science, or a related field.
At least seven years of project management experience leading enterprise technology projects.
At least five years of experience supporting finance, accounting, treasury, tax, or similar business operations.
Experience working for or supporting a city, county, state, or other government or public-sector organization.
Experience managing enterprise software implementations and system-integration projects.
Strong understanding of financial reporting, budgeting, general ledger processes, and internal financial controls.
Experience with ERP or government financial systems such as Oracle, SAP, Workday, Tyler Technologies, CGI, Infor, or comparable platforms.
Strong knowledge of Agile, Waterfall, hybrid project-management methodologies, and the software development life cycle.
Excellent leadership, communication, organization, facilitation, and stakeholder-management skills.
Ability to work on-site in downtown Phoenix five days per week.
Preferred Qualifications
Experience with property tax administration, assessment, billing, collection, or distribution systems.
Project Management Professional certification.
Certified ScrumMaster or another Agile certification.
Certified Government Financial Manager certification.
CPA designation or professional accounting experience.
Experience with GIS integrations or document-management platforms.
Familiarity with SQL, Power BI, Tableau, or other reporting and business-intelligence tools.
Experience using Azure DevOps, Jira, Microsoft Project, Microsoft 365, and advanced Microsoft Excel.
Previous experience working with executive leadership and steering committees.

Candidates must reside in Arizona and be able to commute to downtown Phoenix daily

Pay: $55.00 - $65.00 per hour
