About the CompanyLeonard Workforce Solutions is conducting a confidential search on behalf of a growing defense manufacturer seeking a Program Manager to lead execution of a newly awarded Other Transaction Agreement (OTA) project. This is a high-visibility role sitting at the intersection of government stakeholders, the Consortium Management Organization (CMO), and internal operations.About the RoleThe Program Manager will serve as the single point of contact to the CMO and government sponsor, ensuring full compliance with the Base Agreement, Project Sub-Agreement (PSA), and Project Execution Plan (PEP). This includes tracking milestones, deliverables, cost share, invoicing, and risk, while coordinating cross-functionally with engineering, procurement, and accounting to drive integration of a new prototype line into existing production capability.ResponsibilitiesServe as primary liaison with the CMO and government sponsor; manage all external communications, status updates, and document submissionsEnsure contract compliance across the OT Agreement, PSA, PEP, and associated flowdowns (DPA, ITAR, EAR, CMMC, CUI, FAR, DFARS)Oversee cost share tracking, funding drawdowns, invoicing, and audit readiness across fixed price and cost plus fixed fee workMaintain a master program schedule using MS Project; track cost, schedule, and technical performanceIdentify and mitigate program risks; maintain and review the risk registerDeliver executive-level briefings internally and to external stakeholdersLead public relations efforts across government, industry, community, and media channelsMonitor IP, data rights, and non-traditional defense contractor (NDC) considerations QualificationsBachelor's degree in a related field or equivalent experienceSignificant experience across manufacturing, the Defense Industrial Base supply chain, DOD contracting (OTAs, FAR, DFARS, CUI), and program/project managementProven ability to manage government customers, CMOs, and cross-functional internal teamsStrong negotiation, stakeholder management, and executive communication skillsProficient with MS Office and formal project management tools (MS Project or equivalent) Required SkillsProgram ManagementOTA (Other Transaction Authority)DOD ContractingFAR / DFARSITAR / EAR ComplianceCMMC / CUIDefense Industrial BaseRisk ManagementStakeholder ManagementMS Project Pay range and compensation packageCompensation will be discussed with qualified candidates.Equal Opportunity StatementLeonard Workforce Solutions is committed to diversity and inclusivity.
