Role Title: Program Manager Duration: 03+ months Work Location: Reston, VA 20190 (Hybrid)OverviewWe are seeking a Program Manager to independently manage the full lifecycle of complex programs that span multiple teams and domains. This role is responsible for leading, organizing, and driving program activities to achieve business outcomes while developing systems for proactive improvement, change management, and performance measurement. The Program Manager applies proven methodologies to define and resolve cross‑functional challenges, exercising independent judgment to adapt programs in dynamic environments and effectively manage stakeholder expectations.Minimum QualificationsBachelor’s degree in Computer Science, Cybersecurity, or equivalent work experience5+ years of experience in assessing and developing multi‑domain IT or security solutions2+ years of experience in program or project managementProficient knowledge of the domain relevant to assigned programsDemonstrated ability to manage cross‑functional stakeholders and program governance structuresKey ResponsibilitiesProgram Charter: Author comprehensive charters covering scope, timeline, OKRs, resourcing, and risks/dependencies.Project Planning: Develop detailed project plans with phases, risks, dependencies, and visibility into constraints.Stakeholder Management: Build trusted relationships to enable effective decision‑making and manage escalations collaboratively.Team Optimization: Define and optimize program team roles and responsibilities.Communication Plans: Design predictable communication strategies tailored to stakeholder types.Change Management: Execute stakeholder‑identified requirements, develop rollout plans with impact analysis, monitor progress, and resolve misalignments.Data & Tracking: Determine and collect required data, maintain trackers and status reports, and provide transparency into program pivots.Governance: Define governance structures for mitigations, postmortems, and escalations.Continuous Improvement: Establish phasing and metrics to drive improvement, resource stewardship, and regular checkpoints.Leadership: Lead effective program team meetings and represent the program across diverse touchpoints.What Success Looks LikePrograms delivered on time, within scope, and aligned to business objectivesStrong stakeholder trust and collaboration across functionsEffective governance structures that ensure transparency and accountabilityContinuous improvement driven by measurable outcomes and resource stewardship
