This role owns the full lifecycle of projects - planning, execution, financial performance, safety compliance, and customer satisfaction.The ideal candidate thrives in regulated environments, understands complex mechanical and fuel system scopes, and delivers projects with minimal rework, strong margins, and successful inspections. Review contracts, scopes of work, and bid documents; identify risks and clarifications
Develop detailed project schedules, budgets, and execution plans
Lead kickoff meetings with clients, field teams, and subcontractors
Coordinate permits, CUPA/fire approvals, CARB vapor recovery requirements, utilities, and environmental compliance
Anticipate permit delays, differing site conditions, and material lead timesFinancial & Contract Management
Establish and maintain project budgets
Monitor costs, cash flow, and cost-to-complete forecasts
Track labor productivity and material usage
Manage change orders with clear documentation and timely recovery
Identify scope creep and communicate cost risks early
Ensure projects meet or exceed margin targetsSafety & Regulatory Compliance
Champion a zero-incident safety culture
Ensure OSHA/Cal-OSHA compliance and company safety standards
Support confined space, excavation, and hazard mitigation procedures
Facilitate inspections with Fire Marshals, Air Districts, Building Officials, and environmental regulators
Maintain complete and accurate safety documentationExecution & Quality Control
Coordinate field foremen, superintendents, subcontractors, and suppliers
Ensure installations align with plans, manufacturer specifications, and regulatory standards
Oversee QA/QC documentation and system testing (pressure, vacuum, electrical continuity, containment testing)
Manage punch lists and closeout processesCommunication & Client Relations
Serve as primary point of contact for owners, general contractors, and inspectors
Provide regular project status updates covering schedule, safety, and financials
Resolve scope, schedule, or safety conflicts constructively
Represent WESTERN PUMP professionally in all interactionsDocumentation & Closeout
Maintain RFIs, submittals, meeting minutes, daily reports, and change logs
Submit O&M manuals and turnover documentation
Ensure warranty documentation and regulatory sign-offs are completeQualificationsRequired:
Minimum 10 years of construction project management experience
Bachelor's Degree in Construction Management, Engineering, or related field (or equivalent experience)
OSHA 30 Certification
HAZWOPER Certification
Competent Person Excavation Training
Strong experience delivering projects in regulated environments
Ability to read and interpret technical drawings and specifications independently
Experience managing project budgets, schedules, and forecastsPreferred:
Petroleum fueling system construction experience
ICC UST System Operator and Install/Retrofit Certification
PMP Certification
Experience managing projects valued at $500K-$5M+
Proficiency with MS Project, Primavera, Procore, or similar platformsPhysical & Environmental RequirementsCombination of office and active construction site environments
Walking uneven terrain and active job sites
Exposure to weather, dust, and fueling environments
Occasional lifting up to 50 lbs
