Telecommunications Engineer Specialist
Position SummaryThe Telecommunications Engineer Specialist (VOIP) provides Tier III engineering support for the design, implementation, and sustainment of secure Voice over IP (VOIP) and Unified Communications (UC) systems. This role ensures highly available, secure, and compliant voice and collaboration services across classified and unclassified environments within the DISA Enterprise Voice and Video Services (EVVS) framework.Key ResponsibilitiesEngineering & OperationsDesign, deploy, and maintain enterprise VOIP and UC systemsProvide Tier III support for voice, video, and collaboration servicesIntegrate VOIP systems with CUCM, CUC, Expressway/CUBE, SBCs, and SIP trunksSupport operations across NIPRNet, SIPRNet, and JWICS environmentsPerform system monitoring, upgrades, and capacity planningCybersecurity & ComplianceImplement DISA STIGs and RMF controlsSupport ATO requirements, SSPs, SARs, and POA&MsApply Zero Trust principles to voice infrastructureEnsure Section 508 compliance and IPv6 readinessEmergency CommunicationsAdminister Cisco Emergency Responder (CER)Ensure compliance with Kari's Law and RAY BAUM'S ActSupport COOP and disaster recovery planningDocumentation & CoordinationMaintain technical documentation and system diagramsCoordinate with DISA and vendors for system updatesSupport ITIL-based change and incident management processesRequired QualificationsBachelor's degree in a related field or equivalent experience5+ years of enterprise VOIP/UC experience (Tier III level)Strong experience with Cisco CUCM and UC ecosystemKnowledge of SIP, H.323, MGCP, RTP/SRTP, SCCP, and QoSAbility to obtain/maintain Secret clearance (TS/SCI preferred for some environments)Required CertificationsIAT Level II (Security+ CE, CASP+ CE, or equivalent)Cisco CCNP CollaborationPreferred QualificationsExperience with DISA EVVS environmentsBackground supporting federal, audit, or law enforcement missionsExperience with STIGs, CER, and E911 complianceFamiliarity with Webex for Government or Teams GCC HighSIEM tools (Splunk preferred) and IPv6 implementationPreferred CertificationsCCIE CollaborationITIL FoundationCISSPCASP+ CE
